The proposal submission deadline is July 27, 2026.

Deliveries or services shall be invoiced on an individual basis and shall be due thirty 30 days after university's receipt and approval of invoice. ACH payments are the university's preferred payment method.

Vendors must provide a proposal certification, non-collusion affidavit, and vendor acknowledgement (Schedule A). If awarded a contract, vendors must provide a certificate of insurance meeting minimum requirements (Schedule B). Vendors must also complete and provide the summary price schedule (Schedule C).

If the vendor or subcontractor fails to pay the WSU rates of wages and fringe benefits and does not cure such failure within 10 days after notice, the university may withhold payments, terminate the contract, or propose debarment.

Failure to respond using Schedule C may result in disqualification. Failure to provide certified payroll will constitute a material breach of contract.

The RFI has been extended until 3:00 PM EST, Friday, July 31, 2026.

Proposals are due no later than 11:00 a. m. on Monday, August 17, 2026.

Payment to the vendor will be made as progress payments. The vendor will provide a comprehensive schedule of all fees due for the duration of the contract, which shall include a lease and purchase option.

The proposed system shall include first-year support, maintenance, and updates of the software, to begin upon system acceptance. Year two and year three support, maintenance, and updates of the software shall also be included.

The agency intends to acquire the best system available within its budgetary means. While cost may be a significant factor, the agency reserves the right to select the proposer of its choice.

Proposers shall provide at least five references from agencies where installations of similar size and functionality were completed. They must also provide a complete list of California agencies where their systems are currently installed and have successfully obtained final acceptance.

Written questions about the RFP are due by Monday, August 3, 2026.

Proposals will be considered nonresponsive and returned unopened if received after the date and time specified. Failure to identify copyrighted material or proprietary information may also lead to disqualification.

Contacting other state personnel other than the buyer listed may result in rejection of the response.
