The government will evaluate quotations based on the lowest price technically acceptable criteria, considering price, key personnel experience, quality control plan, and past performance. A post-award conference is required. The notice also includes information on filing agency protests with the USDA Ombudsman Program and details about the FAR overhaul initiative. Additionally, there is a separate synopsis for a BPA call order for tree planting in Colorado, restricted to eligible companies under the Land Management Integrated Resources BPA (LMIR).
The period of performance for this call order is from the date of award through two calendar years. Specific item due dates or deliverable due dates are mandatory, not arbitrary, and must be met accordingly, regardless of the final period of performance date.
The government will evaluate quotations based on the lowest price technically acceptable criteria. Only the lowest priced offer will be evaluated for technical acceptability. Should the lowest priced offer not receive an acceptable technical or past performance rating, the process will continue in order of lowest priced offer until the lowest price, technically acceptable offer with acceptable or neutral past performance is identified.
The Principal Investigator must meet the Secretary of the Interior's professional qualification standards as defined in 36 CFR Part 61 for archaeology, possess a graduate degree in archaeology, anthropology, or a closely related field, plus at least one year of full-time professional experience at a supervisory level, and have a minimum of 24 months experience in Idaho, Great Basin, or Pacific Northwest archaeology. Field supervisors must also meet the Secretary of the Interior's professional qualification standards for archaeology and be present on-site during all field operations.
In the event the contractor falsifies inspection results, as determined by the contracting officer, the government may declare the contractor to be in default of the contract. Additionally, the government may refer such falsifications to the US Attorneys Office for possible prosecution pursuant to 18 **** falsification of government documents or 18 U. S. C. 287 fraud.
The agency's goal is to resolve protests within 35 calendar days from the date of filing. Protests must be filed within the timeframes specified in FAR ****.
