Food Trailer Government Bids & RFPs

Proposals must be received by 5:00 p. m. mountain time on August 28, 2026.

The concessionaire must propose a franchise fee of no less than 3 percent of the gross receipts for each year of operation. An initial deposit of no less than $5,000 into the R&R account is required, with subsequent annual deposits of no less than 1 percent of gross receipts.

Proposals will be evaluated based on factors including franchise fee, resource protection, operation/maintenance, services and facilities offered, bidder experience, financial capability, and knowledge of public use area management.

Bidders must demonstrate financial capability and knowledge of managing a public use area in compliance with federal and state requirements for public health and safety. Experience in owning/operating recreation-based businesses is also considered.

Unauthorized improvements will be considered a trespass, and the concessionaire may be ordered to remove them at their expense. Failure to maintain the concession area to satisfactory levels may result in contract termination.

An open house and tour of the concession area is scheduled for August 13, 2026, at the Silos Boat Ramp. Attendance is encouraged for prospective bidders.

Questions regarding the prospectus must be submitted no later than 4:00 p. m. mountain time on August 17, 2026.

Failure or refusal to supply requested information may cause a proposal to be treated as nonresponsive and rejected. Proposals received after the deadline will not be accepted.

Proposals must be submitted by August 5, 2026, 02:00 PM CT.

Payments are due to the vendor within forty-five (45) days after the later of the date GPISD receives the goods, the date the service is completed, or the date GPISD receives an invoice.

All goods and/or services must be warranted to be free from defects in material, workmanship, and design for a period of one (1) year upon acceptance or payment.

Awards will be made to responsible proposers whose proposals are determined to be the best value to GPISD, based on factors including price, reputation, quality, and needs fulfillment.

A responsible vendor is one who has adequate financial resources, can comply with delivery requirements, and is a qualified and established firm regularly engaged in the type of business providing the items listed.

If a vendor fails to provide goods/services at quoted prices or fails to fulfill terms, GPISD may insist the vendor honor prices, pay the difference, or recommend termination of the agreement.

Questions regarding requirements must be submitted no less than five (5) business days before proposals are due.

A proposer may be disqualified upon evidence of collusion, intent to defraud, or other illegal activities for unfair competitive advantage. Late proposals will also be disqualified.

Delivery is required by July 9, **** refrigerated trailers dropped on 9 july 2026 in order to accommodate ice deliveries and refrigerated food items.

The contract will be awarded to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Proposals are due by Tuesday, June 30, 2026.

The college shall process the contractor's payment within thirty 30 days from the receipt of a valid invoice to the college's accounts payable office.

Selection will be based on the quality and value of the proposal, including comprehensiveness and responsiveness to the requirements outlined in this RFP. The proposals will be evaluated based on experience (20%), services offered (30%), food pricing (30%), and financial (20%).

The proposer must demonstrate a minimum of five 5 years of continuous experience providing comprehensive dining services, including retail operations and catering services, and residential dining where applicable. Experience must include the simultaneous management of multiple food service venues under a single contract. Experience serving Florida colleges and other institutions of higher education is preferred.

Failure to comply with utility conservation may result in a penalty equal to half of the applicable utility bill for that month. Failure to remit commission payments by the required deadline may result in a five percent 5 late charge.

The college will conduct optional site walks to review bidding processes, requirements, and specifications of the RFP on by appointment before June 22, 2026.

All notices of protest must be filed within 72 hours of the posting of the college's decision. Any formal protest must be filed within 10 days of the notice of protest.

Any proposal may be rejected if it is conditional, incomplete, or deviates from specifications in this RFP. If the college determines that a protest is frivolous, the party originating the protest may be determined irresponsible and that party may be determined to be ineligible for future contract awards.

The contract will be awarded in the best interest of Sherman Independent School District, considering purchase price, vendor reputation, quality of goods or services, extent to which needs are met, past relationship, impact on HUB compliance, and total long-term cost.
