The State of Delaware is seeking proposals for Electronic Visit Verification (EVV) data aggregation, validation, compliance, and oversight services. Payments for services will not be made in advance of work performed. The state may require a holdback of contract monies until acceptable performance is demonstrated, up to 25%.
The vendor will provide a warranty that the deliverables will function as designed for a period of no less than one year from the date of system acceptance. The vendor must correct any setup, configuration, customizations, or modifications at its own expense.
The contract will be awarded to the vendor whose proposal is most advantageous, considering qualifications and experience (25%), project management and support (25%), references (20%), CMS certification experience (15%), and pricing (15%).
Vendors must provide proof of Delaware licenses/certifications, initiate the process for Delaware business licensure if not already obtained, respond to the RFP scope of work, complete all appropriate attachments and forms, and provide proof of insurance.
The state may include liquidated damages provisions for nonperformance in the final contract.
A mandatory pre-bid meeting has been scheduled for August 4, 2026, 1:00 PM EDT. Failure to attend this meeting will result in disqualification.
Questions may be submitted no later than July 21, 2026. Protests based on omissions or errors must be brought to the attention of the designated contact in writing at least ten calendar days prior to the proposal opening.
Vendors may be disqualified for not attending the mandatory pre-bid meeting, failing to respond to RFP requirements, submitting proposals after the deadline, or direct contact with state employees other than the designated contact.
