This is a Request for Proposal (RFP) for General Purchases Multi Award, Round 9, issued by Galena Park Independent School District (GPISD). The RFP will run on a continuous basis with monthly awards until the closing date. Proposals must be submitted online through the GPISD ebid system. Awards will be made to multiple vendors throughout the contract period. Vendors are encouraged to submit responses as soon as possible, as new responses will be periodically evaluated. GPISD reserves the right to reject any or all proposals. The contract term is for five years, with monthly awards. The scope of services includes general merchandise, food catering, restaurant services, and food truck/trailer services. Vendors must comply with City of Houston health codes for food-related services. All required documents, including W9, Form ****, and criminal history certifications, must be submitted. Communication with district personnel during the proposal process is prohibited and may result in disqualification. Questions regarding the RFP must be submitted through the ebid system at least five business days before the proposal due date. Manual submissions are accepted but must be delivered to the purchasing department in a sealed envelope by the close date and time. No fax or email submissions will be accepted. The evaluation criteria include price, vendor reputation, quality of goods/services, needs fulfillment, past relationship with GPISD, total long-term cost, and other relevant factors. Awards will be made to responsible proposers whose proposals are determined to be the best value to GPISD. The contract is nonexclusive, and GPISD may have multiple contracts for awarded goods and services.
The response deadline for proposals is June 23, 2026, at 02:00 PM CT.
Payments are due to the vendor within forty-five (45) days after the later of the date GPISD receives the goods, the date the service is completed, or the date GPISD receives an invoice for the goods or service.
All goods and/or services provided must be warranted to be free from defects in material, workmanship, and design for a period of one (1) year upon the later of GPISD's acceptance of the product/service or payment of the applicable invoice.
Awards will be made to the responsible proposers whose proposals are determined, after evaluation by the GPISD procurement division, to be the best value to GPISD, based on factors including price, reputation, quality, needs fulfillment, past relationship, total long-term cost, and other relevant factors.
To qualify for evaluation, a proposal must have been submitted on time and must materially satisfy all mandatory requirements identified in the RFP document. Vendors must also provide financial information if requested and have adequate financial resources, comply with delivery requirements, and be a qualified and established firm regularly engaged in the type of business that provides the items listed.
If the vendor is unable to provide goods or services at quoted prices, fails to fulfill terms, or breaches the agreement, GPISD may insist the vendor honor prices, pay the difference between the vendor's price and the next acceptable proposal or market price, or recommend termination of the agreement and exclusion from future proposals.
A pre-proposal conference will not be conducted for this solicitation.

A proposer may be disqualified before or after proposals are opened, upon evidence of collusion with the intent to defraud, or evidence of intent to perform other illegal activities for the purpose of obtaining an unfair competitive advantage. Contact between vendors and GPISD personnel during the proposal process is prohibited and may result in disqualification.
