This is a Request for Proposal (RFP) for fundraising items, issued by Galena Park Independent School District (GPISD). The contract will be a multi-award contract, with a term of one year, renewable for two additional one-year terms. Proposals are due by September 30, 2026, at 2:00 PM CT. Questions regarding the RFP must be submitted by September 19, 2026, at 2:00 PM CT. Vendors are encouraged to submit proposals online via the ebid system, but manual submissions are also accepted. Required documents include W9, Form ****, Conflict of Interest Questionnaire, Texas and Federal Certifications, and Certification of Criminal History Record. GPISD reserves the right to reject any or all proposals. Awards will be based on best value to GPISD, considering factors such as price, vendor reputation, quality of goods/services, and past relationship with GPISD.
The submission deadline for proposals is Wednesday, September 30, 2026, at 2:00 PM CT.
The bid notice states that payments are due to the vendor within forty-five (45) days after the later of the date GPISD receives the goods, the date the performance of the service is completed, or the date GPISD receives an invoice for the goods or service.
All goods and/or services provided must be warranted to be free from defects in material, workmanship, and design for a period of one (1) year upon the later of GPISD's acceptance of the product and/or service or payment of the applicable invoice.
Awards will be made to the responsible proposers whose proposals are determined, after evaluation by the GPISD procurement division, to be the best value to GPISD, based on factors including price, reputation, quality, meeting GPISD's needs, past relationship, and total long-term cost.
To qualify for evaluation, a proposal must have been submitted on time and must materially satisfy all mandatory requirements identified in the document. Vendors are also expected to be responsible vendors, meaning they have adequate financial resources, can comply with delivery requirements, and are qualified and established firms regularly engaged in the type of business that provides the items listed.
If vendor is unable to provide the goods or services at the prices quoted or fails to fulfill or abide by the terms and conditions, GPISD may insist that vendor honor the quoted prices, have vendor pay the difference between their price and the next acceptable proposal or the actual purchase price on the open market, and/or recommend that vendor no longer be given the opportunity to submit a proposal or that the agreement be terminated.
A pre-proposal conference will not be conducted for this solicitation.
Questions regarding the requirements specified in this solicitation may be sent through the GPISD ebid system no less than five (5) business days before the proposals are due.
