This is a notice of intent to award a sole source contract for the purchase of Cellular Tracking Technologies (CTT) GPS GSM flicker tags. The U. S. Fish and Wildlife Service requires these tags for a four-year study to identify critical wetlands and enhance management actions at Pahranagat NWR and other managed wetlands. The study involves deploying GPS/GSM transmitters on cinnamon teal to identify migration corridors, critical wetland habitats, estimate survival rates, and emigration/migration rates. CTT offers 4G transmitters that meet the size and weight requirements for the bird banding laboratory, and the refuge currently uses CTT equipment with existing access to their web data management systems. The project scope includes purchasing 107 6g transmitters for deployment in September 2026. The average weight of the cinnamon teal is 305g, and the transmitters must weigh no more than 3% of the bird's body weight (6. 0 grams). Market research identified only two companies, CTT and Ornitela, that manufacture GPS/GSM transmitters in the required size and weight. Ornitela, a Lithuania-based company, uses different data management sources not currently accessible by the refuge, posing potential future data management problems and additional expenses. Tariffs and the stability of data management systems in Eastern Europe are potential barriers to competition. CTT's qualifications include specialization in tracking systems and meeting laboratory requirements. The total estimated cost for 107 transmitters is $178,****, which is a discounted price from CTT. The acquisition is being conducted under sole source acquisition procedures authorized by FAR subpart ****(b)(1)(i) and (ii) for purchases not exceeding the simplified acquisition threshold (SAT). Union County is seeking proposals for a comprehensive government property tax management software solution. This includes implementation, configuration, data migration, integration, training, maintenance, and ongoing support of an integrated tax administration system. Vendors must be qualified and experienced.

The Drug Enforcement Administration (DEA) is issuing a Request for Information (RFI) to gather market research on eDiscovery review platforms. This RFI is for planning purposes and does not constitute a Request for Proposal (RFP). Vendors are requested to submit capabilities statements electronically by 10:00 AM Eastern on May 1, 2026. The DEA is looking for solutions that can replace their current Relativity system and augment existing systems for law enforcement, forensics, and drug-related requirements. Key areas of interest include case management, data analysis, security, system integration, cloud migration, and compliance with federal cybersecurity standards. Vendors must also address organizational conflict of interest (OCI) requirements and provide past performance information. The anticipated period of performance is one base year with four one-year options.

This is a justification for a bridge contract to continue mission-essential electronic discovery (eDiscovery) and litigation support services for the IRS. The current contract with Deloitte expires on March 29, 2026. This bridge contract will provide services from March 30, 2026, through March 29, 2027, with a 6-month base period and two 3-month option periods. The purpose is to ensure operational continuity and meet statutory and court-mandated deadlines while the Department of the Treasury completes a competitive procurement for a Treasury-wide shared solution for eDiscovery and FOIA. The bridge contract includes costs for migrating case data to a new vendor. The services are provided under a GSA Multiple Award Schedule (MAS) contract. Market research has been conducted for the future Treasury shared services procurement.
