The Housing Authority of the Cherokee Nation is seeking bids for the rehabilitation of a home. Bidders must be certified licensed DEQ septic installers and TERO certified. The deadline for bids is August 28, 2025, at 5:00 PM. Bids can be submitted by fax, email, or hand delivery. Indian preference will be given to bidders who provide proof of current certification from the Cherokee Nation Tribal Employment Rights Office (TERO). The successful bidder must complete the TERO labor agreement and pay all applicable fees. The work must be completed within 5 working days. Liquidated damages will be charged for extensions. Payment will be made in one payment upon completion and acceptance of work. Insurance requirements, including workers' compensation, general liability, and automobile coverage, must be met. A one-year warranty for workmanship is required. Any person, firm, or other party to whom a subcontract is proposed must be approved by the HACN. All required documentation must be submitted within three days of notification of award. The contractor must have a drug-free and tobacco-free workplace policy.

The tender requires the installation of a duress system at two buildings on Robins AFB, Georgia. A pre-bid site survey is mandatory. The contractor must provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, materials, and other items. The installation must comply with manufacturer standards, applicable US laws, commercial standards, and business practices. The contractor must also provide training to personnel who will operate the system, and maintenance must be accounted for. A Honeywell Vindicator certified installer must be present during installation, programming, and testing. Design reviews are required, and the contractor must submit a work schedule at least 15 calendar days prior to commencement of work. The government requires a copy of the planned work, including locations, types of components, and specifications, at least two weeks prior to final installation. The contractor must provide five hard copies and one CD of the manufacturer's operation and maintenance manuals. Customary commercial warranties are required, and the contractor must track warranties by item and serial number. Contractor personnel must be US citizens. No foreign nationals will be allowed to work on this project. Contractor vehicles must be marked with company name. All contractor employees driving a vehicle on Robins AFB must have a current driver's license, valid state registration, vehicle inspection, and insurance. The contractor must obtain required advance approval for any process that includes welding, soldering, brazing, cutting, or use of a torch. The contractor must keep the work site clean and clear of debris. The government will provide reasonable utilities and workspace. Contractor personnel must identify themselves as such to avoid creating an impression that they are government officials. The contractor must provide a contract manager and an alternate. The contractor must utilize only experienced, responsible, and capable employees. The contractor must comply with all applicable security requirements, including obtaining necessary access badges and completing a Robins AFB access affidavit. The contractor must provide a trusted agent letter for day labor requests. All debris and unserviceable materials must be disposed of off-base. Acceptance inspections will be conducted by the contractor and the government representative. Any damages to government property must be restored, replaced, or repaired. The contractor must notify the contracting officer within one business day of any damage to government property. The government will provide general on-base security police and fire protection service. The contractor must follow the direction of government personnel with regard to emergency procedures. The contractor must account for their employees following an emergency evacuation. The contractor must participate with the government personnel in all fire and tornado drills. The contractor must provide a list of all contractor/subcontractor employees requiring access to Robins AFB, the applicable contract order modification number, the period of performance start and stop dates, the location of the work site, and the days/hours during which the contractor/subcontractor personnel will require access. All employees requiring access will need to complete the Robins AFB access affidavit and return it to the badging agent overseeing the contract. The contractor is responsible for retrieving all contractor/subcontractor DBIDS ID cards upon completion or termination of the contract order modification or when an employee no longer has a need for access. The contractor must return all retrieved ID cards to the 78th SFS section VCC, along with a letter from the badging agent containing the contractor/subcontractor name, contract number, a listing of personnel and their social security numbers that worked on the contract, the number of ID cards that were retrieved, and the number being turned in.
