Proposals must be received on or before 2:00 p. m. on Thursday, July 30, 2026.

Proposals will be evaluated based on the consultant's qualifications, proposed approach, and demonstrated ability to meet the city's objectives, with criteria including proposal submittal thoroughness, capability of personnel, firm understanding of work, innovative techniques, past performance, and local vendor preference.

Proposals will be judged on the qualifications of the consultant and the means and methods that are being proposed to meet the city's goals.

Questions may be asked at any time prior to, but no later than must be received on or before Tuesday, July 14, 2026 at 4:00 p. m.

Failure to adhere to the policy of not contacting city personnel for meetings, conferences, or technical discussions may be grounds for rejection of proposals.

Bids are due no later than 2:00 PM on Tuesday, July 28, 2026.

Payment will be made within 30 days from the date of invoice for completed work.

Contractor shall guarantee the project work for a period of one year after the date of acceptance by the City. Warranties required by the invitation to bid or agreement shall commence on the date of acceptance of the work by the City.

Award shall be made to the most responsive, responsible bidder whose proposal meets the requirements and criteria set forth in this RFB, price and other factors considered.

The contractor shall demonstrate experience performing fire hose testing services in accordance with NFPA **** and personnel trained and qualified in fire hose inspection and hydrostatic testing procedures.

If the contractor shall fail to provide services or perform satisfactorily the work required by the terms and conditions of the contract, or materially breaches any of its obligations under this agreement, the City may terminate the contract.

Any actual bidder who is aggrieved in connection with this RFB or award of a contract hereunder may protest to the City of Visalia Purchasing Division in writing within five (5) working days after such aggrieved bidder knows, should have reasonably known, or could reasonably be expected to know of the facts giving rise thereto.

Submitting a bid as a prime contractor and also submitting sub-bids to other competing prime contractors may cause rejection of all proposals.

Proposals must be received no later than 2:00 PM on Thursday, July 16, 2026.

Proposals will be evaluated based on merit of submittal, firm qualifications, adequacy of staff, understanding of project, ability to meet schedule, and record of past performance. Local vendor preference points are also considered.

Proposers must be qualified design and engineering firms and currently registered with the California Department of Industrial Relations.

A mandatory proposer conference, which includes an opportunity to view the site, will be held on Wednesday, June 24, 2026, at 10:00 AM or Thursday, June 25, 2026, at 9:00 AM.

Questions regarding the RFP document should be submitted in writing no later than Wednesday, July 8, 2026.

Proposals submitted by unregistered contractors or listing unregistered subcontractors will be rejected as nonresponsive. Failure to meet RFP requirements may also lead to rejection.
