The Teacher Retirement System of Texas (TRS) is seeking qualified vendors to provide training services in communication skills, core manager training, and leadership development. Proposals are due August 21, 2026. Vendors must have at least three years of experience providing professional training to similar audiences and demonstrate the ability to deliver services onsite, live remotely, or both. Submissions must be made through the TRS PAVES system. The initial contract term is five years with no optional renewals. TRS will select the vendor representing the best overall value based on qualifications, experience, pricing, and other relevant factors.

Respondents must have at least three years of experience providing professional training to investment management professionals, financial services personnel, or substantially similar audiences. They must also provide at least three engagements within the last five years relevant to services and demonstrate the ability to deliver training services onsite, live remotely, or both. Presentations, demonstrations, interviews, and/or site visits by top-ranked respondents may be requested by TRS. trs may elect to conduct presentations, demonstrations, interviews andor site visits as part of the evaluation process.
Failure to observe restrictions on communication with TRS staff may result in disqualification. Proposals that do not meet mandatory qualifications or submission requirements will be rejected. failure of a respondent or any of its representatives to observe this restriction may result in disqualification of any related proposal.
