Proposal responses will be graded on experience (25%), City of Cedar Park's evaluation of vendors ability to perform (35%), and price (40%). Proposals are sought from qualified firms. The city is seeking proposals from qualified firms to provide comprehensive thirdparty administrative services

If the successful proposer fails to fulfill contract terms, the city may purchase services on the open market and charge the proposer the difference, deduct charges, or terminate the contract without penalty. If, at any time, the successful proposer fails to fulfill or abide by the terms, conditions, specifications, or performance requirements of this rfp, or any contract awarded and entered pursuant thereto, the city reserves the right to: purchase third party administration: fsa, lpfsa, dcap, and cobra services services on the open market and charge proposer the difference between its contract price and new contractors pricededuct charges from the successful proposer the difference between its contract price and new contractors priceterminate any awarded contract without penalty on the city, by furnishing written notice of termination to proposer, and select another proposer and award a contract to its proposer pursuant to the terms thereof.

Award determination will be made in the best interest of the county, based on the highest ranked proposal. Final award determination will be made in the best interest of the county.

Costs and fees shall only be paid during the timeframe actual services are rendered. The city will make final payment within 30 days after goods and/or services have been fully delivered and accepted or work completed to the city's satisfaction.

The award will be made to the responsible offer whose response is determined to be the best value for the city, considering experience and qualifications (25 points), technical approach (25 points), quality of example audits (10 points), references (5 points), project timeline (10 points), and cost (25 points).

Proposers must be qualified sources with experience in similar projects. The city reserves the right to conduct investigations to ensure competent persons are utilized.

Significant deviations from the RFP requirements, format, and content, or failure to provide requested information may be grounds for disqualification.
