Bids are solicited for backup generator and automated switching equipment installation at pump stations 9 & 10, including main distribution panel replacement. Project is federally funded. Questions due by June 30, 2026. Bid deadline is July 15, 2026, with public opening on the same day. A prebid meeting is recommended. Minimum qualifications include experience with generators, transfer switches, and distribution panels, with at least one project at a public-use airport or similar facility. The contract is subject to prevailing wage requirements. Liquidated damages apply for late substantial completion ($500/day) and final completion ($500/day).
Substantial completion of construction is required within 181 calendar days from the Notice to Proceed. Final completion, including punch list and restoration, must be no later than 30 calendar days after substantial completion.
The owner will pay the successful bidder monthly for work performed upon submission of a correct and complete invoice. A portion of each progress payment will be retained in accordance with the Michigan Public Agency Construction Contracts Act.
The award will be made to the responsible bidder whose bid, conforming with all material terms and conditions of the RFB, is the lowest in price.
Bidders must meet minimum qualifications including a written safety program, a low Experience Modification Rate (EMR), commitment to DBE/SBE goals, and demonstrated experience as a prime contractor and with specific equipment (generators, transfer switches, distribution panels) on relevant projects, including at least one at a public-use airport or similar facility. Project Manager and Superintendent must also meet experience requirements.

The bidder is expected to become familiar with the site of the proposed work by reviewing the description, plans, and specifications. Boring logs and other records of subsurface investigations are available for inspection.
A protest must be filed in writing and within the timeframes outlined in section 9 of the Airport Authority Procurement and Contracting Ordinance.
A bidder shall be considered disqualified for submitting more than one bid, evidence of collusion, being in default, or not meeting minimum qualifications. Bids may also be deemed irregular for alterations to bid forms, unauthorized additions, unbalanced unit prices, or missing bid guarantees.
