Financial penalties for failure to meet the 5-day legal window for designation notices are included in the Service Level Agreements (SLAs).

Substantive and material conflicts of interest which were not declared or were declared and determined to be significant enough that the nation requested the potential contractor not submit a proposal can result in disqualification.
