This is a combined synopsis/solicitation for commercial items for bulk fuel delivery to the U. S. Fish and Wildlife Service, Ash Meadows National Wildlife Refuge in Amargosa Valley, NV. The acquisition is a total small business set aside, conducted under FAR parts 12 and 13. Award will be made as a multiple-award blanket purchase agreement (BPA) with up to three awardees, using a tradeoff method based on technical capability and past performance, in addition to price. The period of performance for the BPA is 10 years, from 04/01/2026 through 04/01/2036. The authorized limit for the life of the BPA is $240,**** types include unleaded 10 ethanol, clear diesel highway, dyed diesel offroad, and bulk oil. Vendors must be able to obtain and haul fuel and should be within 97 miles of the refuge. Deliveries will occur upon request, typically with 48-hour advance notice, during normal business hours (7:30 AM - 4:00 PM, Monday-Friday), with exceptions for emergencies. Invoices will be paid via government purchase card or BPA call. Respondents must be registered in the System for Award Management (SAM) website. The delivery will occur upon request by the contracting officer or authorized representative for the period of 04/01/2026 through 04/01/2036. Callers will provide the supplier a need-by date to allow sufficient time for scheduling, usually within a 48-hour advance notice. Deliveries should be made during normal business hours from 7:30 AM to 4:00 PM, Monday through Friday, with exceptions for emergencies.
Invoices will be made via government purchase card, unless a BPA call is made by an authorized contracting officer. The supplier will issue an invoice/delivery confirmation with date, description of fuel delivered, number of gallons, price per gallon, applicable federal excise taxes with the total amount due at time of delivery.
The basis of award is the tradeoff method. The government will offer an agreement to the responsible contractor proposing the most advantageous quotes to the government, price and other factors considered. The following factors shall be considered approximately equally to price when combined: technical capability of the item or service to meet the government requirement, and past performance not resulting in terminations for default.
Vendor qualifications include the ability to obtain and haul fuel, and the vendor should be within 97 miles of the refuge.
Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
