Seeding Government Bids & RFPs

Bids must be received no later than 2:00 PM, Wednesday, July 29, 2026.

It is the intent of the department of administrative services to award a contract to the lowest responsible bidder, provided the bid has been submitted in accordance with the requirements of the bidding documents and is determined to be compliant with all bidding requirements, and does not exceed the funds available for construction.

The owner may make such investigations as he or she deems necessary to determine the ability of the awarded bidder to perform the required work, and the awarded bidder shall furnish to the owner all such information and data for this purpose.

A site visit by the prospective bidder is highly recommended at the time of the prebid meeting of this project.

Failure to comply with the bid submittal checklist, including completing all blocks and providing all requested information, may be cause for rejection.

The date of completion of the work under this contract shall be: October 30, 2026.

The department shall make payment within 30 days of receipt of a payment request which is approved as payable by the department. Estimates shall be on a monthly basis or on a longer period of time mutually agreed upon.

The contractor shall warrant that the work, for a period of one year from the date of final acceptance by the department, shall remain free from all defects in workmanship and material.

The lowest responsive, responsible bidder will be eligible for award of a subsequent contract.

To be considered a responsible and responsive bidder, all the information requested on the proposal form attachment A must be completed and received by the Iowa Department of Natural Resources.

For each calendar day that any work shall remain uncompleted after the end of the contract period, the amount per calendar day specified in the proposal form will be assessed as liquidated damages. The contractor agrees that liquidated damages in the amount of **** shall be retained or assessed against the contractor for each day and every day the completion of the work is delayed beyond the time specified herein.

The department may declare the contract void if the contractor's certification regarding sales and use tax is false. Fraudulent certification may result in action for damages for breach of contract.

Proposals must be submitted electronically through BidNet and received no later than 12:00 PM MT, August 10, 2026.

Proposals shall be evaluated according to qualifications, experience, capacity and approach, and billing rates.

Proposers must provide a proposer profile, key personnel information with resumes, and identify any current outstanding litigation.

Proposers should attend the pre-proposal meeting which shall take place virtually on July 27, 2026 at 12:00 PM MT. The pre-proposal meeting is not mandatory, but proposers will be held responsible for all information presented at the meeting.

The deadline to submit questions is 12:00 PM MT, July 29, 2026.

Causes for application rejection and disqualification include failure to provide complete information, evidence of collusion or fraud, default or termination of other contracts, delinquent tax obligations, lack of ability to operate, omissions or fraudulent statements, outstanding debts to the city, breach or violation of terms and conditions of existing agreements, or conviction/indictment for certain felonies.

The city anticipates awarding multiple contracts with a maximum compensation amount of three million dollars ($3,000,000) each over a four (4) year term.
