The contractor shall provide personnel, equipment, and services for refuse collection and emptying of trash cans from designated park locations. Services may be more frequent from May through September due to higher visitation. The contract period is one year from award, with an option for four additional 12-month periods. The contractor must comply with all local, state, and federal regulations, including traffic laws and safety requirements. General housekeeping duties around trash cans are required. Disposal of household non-park trash is the contractor's responsibility, while hazardous waste will be handled by Rock Creek Park. Contractor vehicles are not allowed inside certain parks; trash and litter must be collected at the edge. The contractor must report damaged trash cans, keep equipment clean, and secure trash hauling vehicle cargo. A sharps container must be installed on each trash truck. Each truck requires a minimum crew of two, and vehicles must be identified with the company logo. A daily work log must be maintained and submitted with invoices. Accidents, incidents, and negative contacts with park visitors must be reported immediately. Work is scheduled Monday through Friday, 6:30 am to 3:00 pm, and Saturday/Sunday from 12:00 pm to completion during May through September. Federal holidays are included as work days during this period. The contractor must submit and have approved a company safety plan and a quality control program before starting work. Reperformance of services not conforming to contract requirements will be at no additional cost to the government. Failure to correct deficiencies within the specified time frame may result in the government obtaining performance from another source or terminating the contract. Invoices must include a signed acceptance report from the COR and copies of the work log. The anticipated release of the solicitation request for quote is prior to 3/25/2026, with a quote response due date of 4/7/2026 at 11:00 AM EDT.

The contractor shall include with all invoices for payment, an acceptance report signed by the COR. Failure to obtain a signed acceptance report will release the government from any obligation to pay for services claimed, but not documented by a signed acceptance report. The contractor shall include copies of his work log, signed by the COR, for that month, with said invoice. Invoices accompanied by acceptance reports that have been signed by the COR shall be submitted by the contractor through the internet payment platform ipp system at http:wwwipp. gov.
The contractor shall submit and have approved before starting work a company safety plan that ensures that employees trained to meet all federal, state, and local regulation, i. e. osha regulations related which exhibits ongoing safety education, hazard recognition, personal protective equipment to be used by employees, vehicle maintenance and inspections, and a plan of action for any injuries suffered by employees in the performance of their duties. The contractor shall develop and maintain a quality control program that ensures refuse collection will be performed in accordance with these specifications.
In the event the contractor fails to correct a deficiency within the specified time frame, the national park service has the right to obtain performance of the deficient task from some other source or the inhouse work force. The cost of such performance, and any other additional cost incurred to the park service as a result of such actions, shall be charged to the contractor. In the alternative, the contract may be terminated upon ten days notice in discretion of the cor, if the deficiency is determined to warrant such action.
