The City of Warren is seeking proposals from qualified consulting firms to develop, conduct, and analyze a community engagement and business climate survey for the Downtown Development Authority (DDA) and Tax Increment Finance Authority (TIFA). Proposals are due by 12:30 PM EST on June 24, 2026. A public proposal opening will be held via Zoom at 1:00 PM EST on the same day. Firms must have at least five years of experience and have completed at least three similar projects. The survey aims to understand business climate perceptions, identify support needs, and inform future strategies. Results can be reported separately for DDA and TIFA districts. Electronic proposals must be submitted through the BidNet MITN procurement system.
Electronic proposals must be entered into the BidNet MITN procurement system on, or before, 12:30 PM, Wednesday, June 24, 2026.
The city's normal payment terms are 45 days in connection with cash discounts specified with this proposal. Time will be computed from the date of complete delivery of services, supplies, or equipment, as specified, or from the date correct invoices are received in the office of the City Controller, if the latter is later than the date of delivery.
Competitive, sealed proposals will be evaluated based upon criteria formulated around the most important features of the proposal for service, of which qualifications, experience, capacity and solution methodology, may be overriding factors, and price alone may not be determinative in the issuance of a contract or award in the evaluation process.
The successful respondent shall have a minimum of five 5 years of current continued experience performing similar work and have successfully completed a minimum of three 3 similar projects in terms of scope and value within the last five 5 years.
