This is a non-personal services contract for septic and
grease trap services at the US
Army Garrison Devens Reserve Forces Training Area. The contract period is a base year of six months plus four option years. The government will not supervise contractor employees. The contractor is responsible for all labor, equipment, materials, management, coordination, and supervision. All pumped-out septic and
grease trap materials must be disposed of offsite in accordance with all applicable federal, state, and local laws and regulations. The contractor must provide a quality control plan (QCP) five business days before the contract start date. The contractor must ensure all personnel are certified or licensed in the specific areas required by the state of Massachusetts and the EPA. The contractor must submit the inspectors' certifications to the COR for validation prior to conducting inspections. The contractor must provide a program manager who is responsible for the performance of the work. The contractor must report all contractor manpower, including subcontractor manpower, to a secure
army data collection site. The reporting period is the period of performance (POP) not to exceed twelve months ending 30 September of each government fiscal year and must be reported by 31 October of each calendar year. The government will evaluate the contractor's performance under the contract in accordance with the government's quality assurance surveillance plan (QASP). The contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and nonpersonal services necessary to provide septic tank and
grease trap maintenance services. Quotes must include prices for each item listed in order that quotes may be properly evaluated. The government intends to award a firm fixed price (FFP) contract to a single responsive and responsible offeror on an all or nothing basis. The project is a small business set aside under NAICS **** with a business size standard of $9,000,**** proposals will not be accepted.
