The award will be based on an assessment of the greatest benefit to MHA, considering factors other than cost, including organizational capacity, relevant experience, approach to scope of service, and proposal pricing.
Proposals will be evaluated based on organizational capacity, staffing and qualifications (20 points), relevant experience and past performance (25 points), respondent's approach and engagement related to the scope of service (25 points), and proposal pricing and fees (30 points). Proposals must achieve a minimum cumulative score of 75 points.
The proposal should include a sample of each reporting category.
Respondents may be disqualified for failure to comply with RFP specifications, improper contact with MHA staff, board members, or residents, or if any principals have been convicted of a felony and MHA deems it not in their best interest.
