College Station Independent School District (CSISD) is soliciting proposals for carpet and ceramic tile installation services for the period of September 1, 2026, through August 31, 2027. Quantities are estimates only. Vendors must respond online; faxed or emailed proposals will not be accepted. Key requirements include submitting a Conflict of Interest Questionnaire, W9 form, proof of insurance, and potentially a Form **** Certificate of Interested Parties. The contract may be renewed for three additional one-year terms. Evaluation will be based on best value, considering price, vendor reputation, quality, needs fulfillment, past relationship, and long-term cost. Vendors must demonstrate the ability to perform according to specifications, and failure to meet requirements may lead to rejection. CSISD reserves the right to reject any or all proposals and to make multiple awards. All communication must go through the purchasing department.
The response deadline for proposals is May 26, 2026, at 10:00 AM CT. The contract term is effective September 1, 2026, through August 31, 2027.
Invoices must reference the correct CSISD purchase order number, be itemized, and submitted separately for each purchase order. Invoices will only be accepted for delivered and received services/products. Payment will be issued after receiving the invoice showing labor hours and actual invoices for materials purchased. The district will pay the contractor's actual cost plus the contracted markup for materials.
Warranty conditions for all supplies and/or equipment will be considered manufacturers minimum unless otherwise agreed to in writing.
The district shall award a competitively bid contract at the bid amount to the bidder offering the best value for the district, considering purchase price, vendor reputation, quality of goods/services, extent to which needs are met, past relationship, impact on historically underutilized businesses, and total long-term cost.
Only thoroughly qualified, trained, experienced, and licensed (when required) personnel completely familiar with commercial and residential carpet and/or ceramic tile installation service and repair shall be used. The contractor may use in-house or subcontracted employees, but all work will be performed by skilled and qualified workmen under the contractor's supervision.
CSISD reserves the right to terminate all or any part of the undelivered portion of any contract resulting from this solicitation with thirty (30) days written notice upon default by the vendor, for delay or nonperformance by the vendor, or if it is in the best interest of the district, for convenience. If, following seven (7) calendar days of written notice to a vendor identifying defective or nonconforming work, the vendor fails to correct it, CSISD may charge all associated costs to the vendor.
The contractor may be required to visit the premises where work is to be performed prior to work authorization, as it is the contractor's responsibility to identify all costs associated with a particular project.
