The contractor shall provide the manufacturers standard warranty.

Contractor personnel must be U. S. citizens and capable of obtaining a favorable background check or T1 investigation. All contractor personnel shall be able to speak, read, write, and understand English.

The contractor shall remove any employee from the jobsite for reasons of misconduct, security, disregard of safety law, or suspected influence of alcohol or drugs.

Proposals must be received by the issuing office no later than June 16, 2026, at 11:00 AM EST. Proposals received after the specified date and time time stamped 11:01 am or later will not be considered and will be returned to the offeror unopened.

The City agrees to make payments within thirty 30 days after receipt of a correct invoice. Payment terms offering a prompt payment discount of twenty 20 days or greater will be considered in the evaluation of proposals.

Contractor guarantees against defective or faulty material or workmanship for at least one 1 year or for the manufacturer's standard warranty period, whichever is greater, from the date of acceptance by the City. Any merchandise or service provided under the contract which is, or becomes, defective during the warranty period, shall be replaced by the contractor free of charge. . .

Proposals will be evaluated based on experience (20%), capability and skills (25%), services to be provided (25%), costs (25%), and minority/woman-owned business participation (5%). The city intends to award the contract to a fully qualified offeror submitting the best proposal based on the criteria set forth herein. . .

Examiners must have successfully completed an accredited polygraph school, have annual continuing education, three years of full-time polygraph test administration experience, and demonstrated experience in specific issue, criminal, and administrative testing. They must also be licensed in Virginia and located within 25 miles of 300 Butler Farm Road.

Failure to comply with contract terms or cure noncompliance within ten 10 calendar days may result in breach of contract. In the event of default by contractor for failure to deliver or perform in accordance with the contract specification or terms and conditions, the city may procure goods or services from other sources and hold contractor liable for reasonable costs of completion. . .

Contractor may not institute legal action prior to receiving the final decision of the City. Contractor may appeal the decision within six 6 months of the final decision or the due date of the final decision by instituting legal action.

Failure to submit proposals by the closing date and time, or failure to adhere to subcontracting plans, may lead to disqualification or sanctions. Proposals received after the specified date and time time stamped 11:01 am or later will not be considered. . .
