Background Check Government Bids & RFPs

Bids must be received before 2:00 PM on June 4th, 2026.

Discounts will be considered in the bid evaluation and will be taken without regard to date of payment.

The city reserves the right to award this bid to a single vendor or multiple vendors when in the best interest of the city.

To be considered a responsive bidder and to be eligible for award of this bid, bidders shall provide a copy of their Alabama permit for professional services and listing of certifications and permits applicable to the services needed by the city, including but not limited to an Alabama commercial pesticide applicator permit, industrial, institutional, and health-related pest control permit, and an ornamental turf license permit. Provide proof of a minimum of 5 years in business with experience in multibuilding customers. Provide contact information for 3 business references that been existing customers for the past 5 years.

If the city determines in good faith that the contractor has refused to perform the work or has failed to perform the work with such diligence as to ensure its timely and accurate completion, the city shall provide written notice to the contractor of the deficiencies. The contractor shall promptly provide the city with a plan to correct the deficiencies. The contractor shall have 30 days from the date of the citys notice to rectify the problems identified. If after 30 days the city is not satisfied with the corrective actions of the contractor the agreement shall be terminated and the performance bond shall be called.

Potential bidders should perform site visits to all buildings and structures prior to bidding.

A bid response may be rejected if: bids improperly submitted or identified, bid bond not included, bid not signed or not original signature, requested information, or documentation not submitted with bid, failure to acknowledge receipt of addendum with bid, material alteration of the master document, invitation to bid number not on face of envelope, received late, bid response not on original form, bid not in ink or typed, proper licensing not included provided as required by law.

The submission of proposals is due by June 18, 2026, at 12:00 PM.

The contract will be awarded to the responsible respondent whose qualifications, price, and other factors considered are the most advantageous to DCHA, representing the best overall value.

Respondents must have a minimum of 10 years of experience performing services of comparable size, scope, and complexity, and must have performed a minimum of 3 projects with public housing agencies, government entities, municipalities, or similar private entities.

The deadline for submission of inquiries/questions is June 1, 2026, at 12:00 PM.

Failure to acknowledge all addenda issued or failure to include the addenda acknowledgment form in the proposal response may subject your firm to disqualification.

The RFP application due date is June 22, 2026.

The review criteria include applicant capability, outreach and collaboration (33 points), financial information (33 points), and service continuity (33 points).

Eligibility is limited to not-for-profit 501(c)(3) community-based organizations and hospitals or public agency service providers. Applicants must be based in Contra Costa County and demonstrate sufficient capacity to provide services within the county. Agencies must demonstrate fiscal stability and cannot have unresolved outstanding federal-state tax obligations.

The bid notice does not require sample submission.

Appeals must be submitted in writing to the Family, Maternal, and Child Health Program Director within seven (7) business days of receiving written notification of the funding decision.

Failure to adhere to the policy of submitting questions via Bidnet Direct may result in the vendor's disqualification.

The annual award amount is $50,000, with a total award of $150,000 for a 3-year contract period.

Responses to this solicitation are due on June 5, 2026, at 5:00 PM Central Time.

Payment terms are net 30 days, unless otherwise specified by CCG.

Responses will be evaluated based on company overview (25 points), quality of proposal (35 points), credentials (10 points), and price (30 points).

The contractor must be a certified kitchen exhaust cleaning specialist through IKECA. All personnel performing work must hold current and valid IKECA certifications appropriate to their role and compliant with NFPA 96 standards. Additionally, all employees must have successfully completed background checks.

A mandatory facility walkthrough will be conducted on Thursday, May 28, 2026, beginning at 9:00 AM.

Questions regarding this solicitation will be received until 5:00 PM Central Time on May 28, 2026.

Failure to acknowledge receipt of addenda may be cause to deem such submission nonresponsive. Any employee who does not meet the required background check standards, or who is deemed unsuitable by CCG, shall not be permitted to work at any CCG location.

The proposal due date is June 29, 2026, by 5:00 PM CST. Late submissions will not be accepted.

Vendors shall include postimplementation stabilization support for a minimum of thirty days following project completion and identify warranty coverage.

Proposals will be evaluated based on the following weighted criteria: technical approach and understanding of scope (30%), experience and qualifications (25%), cost proposal (25%), implementation schedule and support plan (10%), and references and past performance (10%).

Vendors must demonstrate experience in cloud migration and Microsoft 365 management for nonprofits, network and cybersecurity design for multisite organizations, managed service and helpdesk support models, backup, data recovery, and endpoint protection, and familiarity with NIST, CISA, and Microsoft compliance frameworks.
