The county is seeking a warranty period for all work performed. The vendor should also describe the system response times that will be guaranteed during the lifetime of the system, both during the original warranty period and lifetime support.
The proposal evaluation criteria are based on the most important features of the products and/or services, of which quality, testing, references, service, availability, or capability may be overriding factors, and price may not be determinative. The county will thoroughly review all proposals received and will utilize its best judgment when determining whether to schedule a pre-proposal conference or meetings with vendors. A purchase order/contract will be awarded to a qualified vendor submitting the best proposal. The county reserves the right to select the proposed services and/or products that best meet its required needs, quality levels, and budget constraints.
Firms must have a minimum of five (5) years of direct experience with governmental or similar-scale document imaging/scanning projects, with at least two (2) projects of similar complexity and volume completed within the past five (5) years. They must also have experience in managing projects of comparable size and complexity, knowledge of and compliance with all applicable federal, state, and local laws, and the capacity to acquire all required bonds, escrows, or insurances.
The county will utilize its best judgment when determining whether to schedule a pre-proposal conference, before proposals are accepted, or meetings with vendors, after receipt of all proposals.
