All applications are due by December 31, 2029, at 3:00 PM Pacific Time.

ODHS will pay the vendor attorney upon receipt of the judgment of adoption, signed by a court, and proof of payment if applicable. Payment is based on a set fee structure for attorney services and reimbursement for specific costs.

ODHS expects to award contracts to all applicants that submit a responsive and responsible application that meets the requirements of this RFA.

Applicants must be active members in good standing with the Oregon State Bar and have at least three years of experience providing legal services for adoptions.

Repeated failure to meet the time frames for finalizing adoptions, as determined by ODHS, will constitute a material breach of contract and may lead to termination.

ODHS may reject an application if the applicant fails to substantially comply with RFA procedures, has delinquent debt to the state, or if the application is conditioned on ODHS acceptance of unauthorized terms.

Applications are due by December 31, 2029, at 3:00 PM Pacific Time.

Most payment and reimbursement amounts are established by OAR and are not negotiable.

Applications will be reviewed by a committee to determine if they meet or exceed the requirements of the RFA. There is no scoring or ranking of applications.

Applicants must be licensed child caring agencies in accordance with Oregon Administrative Rules and have the ability to obtain a residential care program CCA license within 180 days of successful application.

An application may be rejected if it is nonresponsive, fails to substantially comply with RFA procedures, the applicant has delinquent debt to the state, fails to meet responsibility requirements, or makes inappropriate contact with state representatives.

The award will be made to the responsive and responsible offeror whose offer best meets the specified criteria, considering technical, commitment to diversity, and pricing evaluations. The state may award to the most responsive and responsible offeror whose offer best meets the specified criteria.

Offerors must be registered with the Illinois Procurement Gateway and meet specific technical and diversity requirements. Offerors must be registered by the illinois small business setaside program at the time offers are due for the offer to be evaluated.

A non-mandatory pre-bid conference will be held on May 5, 2026, at 11:00 AM CST. pre bid conference: **** @11: 00 am cst see section c. 7 of the rfp for details. this is a nonmandatory conference.

Protests related to specifications must be physically received by the protest review office no later than 14 days after the solicitation was posted. for protests related to specifications, the protest review office must physically receive the protest no later than fourteen 14 days after the solicitation or related addendum was posted to the bulletin.

Failure to submit required documents, such as vendor disclosure or utilization plans, or entering pricing in the alternate description field may result in disqualification. failure to submit vendor disclosure or ipg active registered vendor disclosure, as applicable, and the utilization plans, as applicable, with the offer submitted in bidbuy shall render the offer nonresponsive.

Proposals are due on July 8, 2026, at 10:00 AM CST.

Invoices will be submitted to the designated bill-to address. Vendors must ensure billing processes are established within 45 calendar days of contract execution for transitions. Invoicing and payment acceptance will be at no cost, including electronic data transfer.

The award will be made to the responsive and responsible offeror whose offer best meets the specified criteria, considering technical requirements, commitment to diversity, and pricing.

Offerors must demonstrate a minimum of five years of prior experience in providing telecom voice services and compliance with relevant state and federal regulations, including certifications and accreditations.

Termination penalties for circuits will only apply to special construction costs for circuits terminated within 36 months and will be prorated. If an upgrade is unavailable, the ordering entity can disconnect without early termination penalties.

A non-mandatory presubmission conference will be held virtually via Webex on March 26, 2026.

Protests related to specifications must be physically received by the protest review office no later than 14 days after the solicitation was posted. Protests related to rejection of proposals or awards must be received by close of business no later than 14 days after the protesting party knows or should have known of the facts.

Failure to submit required documents, including vendor disclosure, utilization plans, or the master pricing tool, may result in disqualification. Not checking the pricing document box when uploading it will also lead to disqualification.
