Proposals must be submitted by 1:00 PM MST on September 17, 2026. proposals shall be delivered to the location listed below and shall be in the actual possession of the city on or prior to the exact date and time indicated below.

Evaluation is based on total cost (45 points), appearance and delivery time (30 points), and overall RFP submittal documents (25 points). a. total cost, including all applicable licenses, fees and taxes possible points 45.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. An award will be made to the responsible offeror submitting the lowest priced technically acceptable.

A mandatory site visit will be held for interested quoters. The site visit will take place on the same day for both locations.

Incomplete submissions that fail to adhere to these instructions may be considered disqualified and ineligible for award.

The commencement date of this agreement will be upon September 1, 2026, which is on or after the ordinance approved start date or the contract term start date that the Phoenix City Council approves or the effective date, whichever is later. The term of this agreement will be for five years, beginning on the commencement date, with no options to extend.
