The City of Lansing is seeking proposals for the design, procurement, delivery, and installation of interior signage and wayfinding for the new City Hall. The project requires a comprehensive signage solution that is flexible, durable, and high-quality. Key responsibilities include design development, procurement, delivery, installation, and final commissioning of all interior architectural and wayfinding signage. This includes ADA compliance signage, directional signage, lobby directories, dimensional lettering, and regulatory safety signage. Vendors must coordinate closely with city representatives and the construction manager. Proposals are due by July 14, 2026. The contract will be for a five-year master service agreement.
All floors must be complete, detailed, and ready for final commissioning walkthrough no later than September 21, 2026. Code signage regulatory, egress, and core ADA compliance may be fast-tracked and required onsite up to 7 calendar days prior to the standard floor installation start date.
Payment for a contract entered into as a result of this request will be made monthly upon receipt of the consultants billing statement and progress reports.
All signage and mounting equipment shall include the manufacturers standard commercial warranty. The warranty period shall begin upon complete installation and official acceptance of the signage or ninety 90 days from delivery, whichever occurs first. The vendor shall be responsible for all labor, travel, and shipping costs associated with replacing defective, faded, or incorrectly manufactured products during the warranty period.
Proposals will be evaluated based on firm experience, design qualifications, and municipal expertise (25%); quality, durability, and legibility of the proposed architectural signage system (25%); creativity, wayfinding innovation, and visual integration with building finishes (15%); demonstrated ability to meet rigid project schedule milestones and completion deadlines (15%); overall lifecycle value and component cost efficiency to the city (15%).
Proposals must include a firm profile and experience section, not exceeding one double-sided page, detailing the firm's overview, organizational structure, project team, financial overview, and at least three references for similar projects.
In case of default by the contractor, the city may cancel the contract or purchase order immediately and procure the articles or services from other sources and hold the contractor responsible for any excess costs occasioned thereby.
Questions from respondents regarding this RFP must be submitted to the buyer, in writing, and must arrive in the office of purchasing no later than seven 7 city business days prior to the due date of the RFP.
Failure to do so may result in the proposal being declared nonresponsive and rejected. Failure of the successful vendor to accept these obligations may result in cancellation of the award.
