The bid notice states that quotes must be received no later than April 30, 2026, at 2:00 PM.

Quotes will be evaluated based on cost competitiveness, experience and qualifications, ability to meet service requirements and schedule, and references and past performance.

Respondents must include a capability statement including relevant experience with similar projects, a copy of a valid business license, and references from a minimum of three recent, relevant projects.

The bid notice states that substantial completion is expected by September 30, 2027, and final completion and acceptance by November 30, 2027.

The city of Lebanon is looking for contractors who are excited to work on building important infrastructure in our local community, who understand the complexities of airfield operations and the care it takes to work near wetlands, and who know the safety requirements of working on an active airfield.

The bid notice does not require sample submission.

The question submission deadline is April 15, 2026, 4:00 pm, and the question response deadline is April 20, 2026, 4:00 pm.

The delivery of the equipment to the Redding Regional Airport shall be made by truck and include necessary equipment for unloading in indoor and outdoor spaces. Final signoff of all materials will be performed when final materials are delivered. The bidder will deliver equipment to the airport within 105 calendar days, for a total contract period of 120 calendar days. The bid form states: Delivery of equipment herein shall be accomplished within 120 calendar days after receipt of notice to proceed purchase order date.

Payment terms are net 30 unless otherwise agreed to by both parties. Cash discounts offered for payment in less than twenty calendar days will not be considered as a basis of award. All cash discounts shall be taken and computed from the date of delivery or completion and acceptance of the material and service, or from the date of invoice, whichever is latest.

The bid notice states that the bidder shall state their normal warranty on the bid form, with a minimum warranty desired as required by the corresponding specification. A copy of the manufacturer's warranty is required to be included with the bid submission.

Award shall be made to the lowest, responsive, and responsible bidder and shall be judged on the basis of: a. Price b. Conformance to specifications c. Bidders qualifications, including reference checks d. Quality and utility of equipment offered and its adaptability to the required purpose and in the best interest of the public.

Only manufacturers or contractors of established reputations, or their duly authorized dealers or agents, having proper facilities for the manufacture of the materials or equipment and for servicing same, or for proper execution of the work called for in the specifications, will be considered in making the award. The bidder shall furnish proof that he has in operation material similar in size and operating characteristics to the material he proposes to furnish herein.

The bidder must agree to fully complete the contract within the number of calendar days noted in the agreement form and agrees to pay as liquidated damages an amount of two hundred and fifty dollars (****) for each calendar day thereafter the contract is not complete.

The cutoff date and time for receiving questions regarding this bid is 5:00 PM PT, on Monday, April 20, 2026.

The estimated budget for procurement is $82,000 for bid schedule no. 1.
