Airports will be evaluated based on consistency with AAM within airport plans, understanding of AAM technologies, potential to attract operators/investment, and strength of partnerships/timeline. Eligible applicants must be public-use airports within the 12-county NCTCOG region, sponsored by a public partner agency if an airport operator, demonstrate consistency with airport master plans, and commit to regional coordination and performance reporting. The total funding available is $1,000,000, with a maximum award of $200,000 per applicant. one million dollars ($ 1, 000, 000) in regional transportation council local funding available

Substantial completion for the entire project is anticipated to be achieved no later than July 31, 2030. Final completion, including restoration and punch list, is due no later than 90 calendar days after the substantial completion date.

The owner will pay the successful bidder monthly for work performed upon submission of a correct and complete invoice. A portion of each progress payment will be retained in accordance with the Michigan Public Agency Construction Contracts Act.

The award will be made to the responsible bidder whose bid, conforming with all material terms and conditions of the RFB, is the lowest in price. The determination of the lowest responsive and responsible bid shall be based upon the total base bid price.

Bidders must have a written safety program, an EMR of 1. 0 or less over the past three years, experience on at least one similar airport project completed in **** or later, a qualified project manager and superintendent, and a licensed individual for electrical work. The aircraft boarding bridge manufacturer must have manufactured at least 100 domestic units at a public-use airport since 2019.

Liquidated damages for failure to meet the substantial completion date are $2,500 per calendar day. Liquidated damages for failure to meet the final completion date are **** per calendar day.

A pre-bid meeting is scheduled for July 7, 2026, which is strongly encouraged for potential bidders. Airport authority staff will be available at this meeting to answer questions about this RFB.

Protests must be filed in writing within the timeframes outlined in section 9 of the Airport Authority Procurement and Contracting Ordinance.

Bidders may be disqualified for submitting more than one bid, evidence of collusion, default on previous contracts, failure to meet minimum qualifications, or submitting an irregular bid.

Phase 1a installation is scheduled from August 3, 2026, to December 1, 2026. Phase 1b operation and maintenance is from December 2, 2026, to March 1, 2028. Progress payments are made monthly, with 95% of the approved amount paid within 30 days of application. The remaining 5% is paid upon certificate of completion. Within thirty 30 days after receiving a complete application for progress payment and all required supportive information, county shall pay to contractor ninetyfive percent 95 of the amount shown in the application and approved by the project administrator.

Failure to comply with contract requirements may lead to contract cancellation and legal action against the performance bond. Failure of contractor to comply with any of the requirements of this contract and the specifications may be considered as evidence of the inability on the part of contractor to maintain the quality and service standards deemed necessary and shall be sufficient cause for the cancellation of this contract and the initiating of legal action against the performance bond of contractor.
