The bid submission deadline is Friday, May 8, 2026, at 4:00 PM. The contract term is from May 9, 2026, to May 9, 2027.

Responders must be a recognized dealer in the materials/services specified and qualified to advise in its application or use. Responders must also satisfy the county manager and administrative officers that it has the requisite organization, capital, plant, stock, ability, and experience to satisfactorily execute the contract.

In case of error in the extension of prices, the unit price shall govern. Failure of a responder to enter into a supplemental contract within sixty (60) days of notification may result in the cancellation of the award and forfeiture of the bid bond/bid security.

Questions regarding this project shall be submitted via the ask a question feature in PennBid by the deadline indicated on the cover sheet, which is Friday, May 8, 2026.

The concessionaire shall remit to the county, on a monthly basis, a concession privilege payment (minimum of 15% of gross receipts or gross revenue) and a space rental payment (minimum of $2,000 for the coffee concession area).

Awards will be made based on the following criteria: 1. Experience in food and beverage operations (20%), 2. Coffee concession concept and business plan (40%), and 3. Revenue to the county (40%).

To qualify for award, proposing firms must have at least three years of experience in providing food and beverage services, no outstanding judgments or bankruptcies within the past three years, all applicable operating licenses, and a sufficient number of trained and licensed personnel.

An optional pre-proposal conference will be held on Friday, May 8, 2026, at 3:00 p. m. MST at Montrose Regional Airport Administration.
