Awards will be made to the bidder quoting the lowest net price in accordance with specifications.

Contractors must demonstrate a proven track record of successfully completing similar projects, possess all necessary certifications, and employ properly trained and licensed personnel. The asbestos abatement contractor must be properly licensed in the Commonwealth of Massachusetts in accordance with 454 CMR **** and must submit proof of licensure prior to performing any work. The bidder must certify that no official or employee of the city of Worcester, Massachusetts is pecuniarily interested in this proposal or in the contract which the bidder offers to execute or in expected profits to arise therefrom, unless there has been compliance with provisions of G. L. c. 43 sec. 27, and that this bid is made in good faith without fraud or collusion or connection with any other person submitting a proposal.

Any bid withdrawn after time and date specified, the bidder shall forfeit deposit on bid as liquidated damages. If the bidder fails to contract and give a bond within ten (10) days of notice that the contract is ready for signature, the city may determine the bidder has abandoned the contract, and the bid security shall become the property of the city as liquidated damages. If the successful bidder fails to make delivery or complete the contract within the time specified, the city reserves the right to make the purchase on the open market and charge any excess over the contract price to the account of the successful bidder, who shall pay the same. If any property is needlessly damaged by the contractor or their employees, the amount of damages shall be deducted from money due the contractor or recovered from the contractor.

A prebid meeting will be held at Millbury Street Head Start, 389 Millbury Street, Worcester MA **** at 4:30 PM on March 26, 2026.

Samples of the product to be delivered may be taken by a representative of the city, either prior to delivery or while it is being delivered. Bidder agrees to furnish the necessary manual labor, without additional cost, required to assemble the physical samples, which is to be performed under the direction of the city representative.

Any prospective bidder requesting a change in or interpretation of existing specifications or terms and conditions must do so within five (5) days (Saturdays, Sundays, and holidays excluded) before the scheduled bid opening date. All requests are to be in writing to the purchasing division or emailed to mcdonalds@worcesterma. gov.

The deadline for submission of sealed bids is April 15, 2026, by 9:45 AM.

For minor repair projects below $10,000, the payment schedule is 30% upon permit pull and 70% upon final inspection. For major repair projects above $10,000, the schedule is 30% upon permit pull, 30% upon 60% completion, and 40% upon final inspection.

The contractor guarantees workmanship and materials for a period of one (1) year from the date of final acceptance of all work.

The City of Kenner reserves the right to award contracts to the lowest responsive bidder, who is within cost reasonableness, on a lump sum or individual item basis, or a combination thereof, based on compliance with specifications and delivery/completion date.

Bidders must have a valid Louisiana State Contractors License with a specialty in lead-based paint abatement and removal, and possess LDEQ Supervisor and Lead Worker certifications. Proof of insurance as stated in the attached standard insurance requirements is also mandatory.

The contractor shall incur the cost of any and all fines and work requirements resulting from non-compliances to federal, state, or local regulations.

Site visits will be held at each location on April 1, 2026, from 11:00 AM to 12:30 PM. All interested bidders are encouraged to attend.
