Statements of Qualifications are due: Wednesday, August 19, 2026, by 11 a. m.

Payment shall be made monthly upon the City’s receipt and approval of consultant’s invoice. Invoices must contain a brief description of work performed, percentage of work completed, percentage of agreement time used, percentage of agreement amount expended and City reference number. Payment shall be made within thirty (30) days of receipt of consultant’s invoice.

Statements of Qualifications will be evaluated based on completeness of response, qualifications and experience, organization and approach, scope of services, staff availability/schedule of work, conflict of interest statement, financials, local presence, and references. If interviews are conducted, presentation and Q&A will also be considered.

Consultants must be qualified and experienced in providing design professional services to support the City in on-call capital improvement program water and sewer engineering services. Specific requirements for SOQ content include consultant information, qualifications, experience, organization, approach, scope of work, staff availability, conflict of interest statement, financials, local presence, and references.

SOQs may be disqualified if the package does not include all requested documents and does not adhere to all guidelines. Failure to comply with the conflict of interest disclosure in the introductory letter will disqualify qualifications. Unrealistic technical or schedule commitments may be deemed reflective of an inherent lack of technical competence.

The estimated total agreement amounts for the initial 3-year term, split between the selected consultants, is $6,300,000.

Proposals are requested no later than 11:00 am est on August 7, 2026.

The purpose of this document is to clearly identify who has been delegated the authority to sign your agreement offer or contract on behalf of the named firm as well as identify pertinent company information. Pursuant to our policy, the only persons with the ability to delegate authority is an officer of the company. Therefore, please list the officers of the company. In addition, please list those persons to whom authority has been delegated to sign, negotiate andor administer your agreement offer or contract.

Proposals must be received via the procurement portal on or before the date and time outlined on the front page of this RFP. Late proposals will not be accepted.

The Port intends to select the proposer who represents the best value to the Port. An evaluation team will review proposals based on the criteria listed herein, using the point method of award.

A proposer protesting for any reason must file a written protest with the Port within two business days of the event giving rise to the protest.

Proposers who contact individuals or commission members representing the NWSA or the Port, other than the procurement representative listed on the solicitation, may be disqualified from consideration.

Qualified firms should demonstrate expertise in river geomorphic assessments, fluvial geomorphology, sediment transport, hydraulic/sediment transport analysis, GIS/lidar analysis, geomorphic mapping, and experience with government agencies.
