Proposals are due July 9, 2026, 3:00 PM PT. The contract is expected to begin September 1, 2026.

Contractor shall submit invoices for services performed and allowable expenses incurred. Each invoice must describe services and expenses, include dates, and a valid SAIF purchase order number. SAIF will not reimburse for any expenses under this contract.

Contractor represents and warrants that all services will conform to specifications, be free from error or defect, and be performed in a timely and workmanlike manner using qualified personnel.

Proposals will be evaluated based on proposed cost of services, proposed contract terms, qualifications of key persons, response times for on-call and emergency service calls, and references.

Proposers must be qualified and prepared to provide services. Key persons assigned to the work must have relevant qualifications. Criminal background checks are required for all contractor employees.

The deadline for proposer questions is June 25, 2026, 3:00 PM PT.

Proposals that do not meet minimum requirements will be classified as nonresponsive and disqualified. Failure to comply with all requirements may result in proposal rejection. Failure to comply with background check terms may result in immediate termination.

The delivery schedule indicates a base year start date of 08/12/2026 and an end date of 08/11/2031 for all items.

Invoices shall be submitted monthly. Payment will be made by the Department of Veterans Affairs electronic payment system: Tungsten.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

All contractors must have a working knowledge of NFPA 25, NFPA 80, NFPA 101, NFPA 13, and OSHA requirements and procedures. Past experience in medical centers is preferred. Technicians must be licensed and certified for specific systems.

In the event of the contractor's or a subcontractor's noncompliance with the clause addressing DEI discrimination, this contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts.
