This Request for Proposals (RFP) from the Administrative Office of the Courts (AOC) seeks sealed proposals for substance use and mental health disorder treatment and drug testing services for the 11th JD McKinley County Magistrate DWI Treatment Court Program. The contract will be for approximately 48 months, beginning July 1, 2026, with a three-year renewal option. Services include clinical screening and assessment, individualized treatment plans, individual and group therapy, outpatient and intensive outpatient services, comprehensive community support services, and drug screening and testing. Payment will be made upon submission of an AOC-approved invoice by the contractor, within thirty (30) days after the date of receipt by the AOC. All payments will be made through direct deposit only.
The contract shall be awarded to the offeror whose proposal is most advantageous to the state of New Mexico and AOC, taking into consideration the evaluation factors set forth in this RFP.
Offerors must be qualified and adequately trained to provide the unique treatment required by treatment court participants. Licensed/certified practitioners must meet the requirements set forth by the regulation licensing counseling board scope of practice. Providers must be appropriately supervised as per their level of licensure.
The procurement code imposes civil, misdemeanor, and felony criminal penalties for its violation. In addition, New Mexico criminal statutes impose felony penalties for bribes, gratuities, and kickbacks.
The protest deadline is June 24, 2026, which is 15 calendar days following the award of contracts.
