Proposals must be received no later than July 2, 2026, by 2:00 PM MDT. The project completion deadline is September 30, 2026.

Contractor shall submit a detailed invoice by the 15th of each month for work performed in the previous calendar month. by the fifteenth 15th day of each month, contractor shall submit a detailed invoice to the town for all work performed in the previous calendar month.

The town shall rank each applicant based on its written proposal, using a rating scale from 1 to 5. Evaluations shall be based on the following criteria: scope of proposal, qualifications, motivation, and concession fee. The award may be based on written evaluations and/or interviews.

Proposals must include a brief description of the company, experience in relation to the project, financial information, product information, management arrangement, fee proposal, and example agreement. Firms must provide their relevant electrical license number and any accreditations. General outdoor ice melt experience must also be described.

Questions concerning the scope of the bid, or the bid submittal process should be directed to Mike Hersh no later than June 29, 2026, by 5:00 PM MST.

No proposal shall be accepted from, and no contract will be awarded to, any person, firm or corporation that is in arrears to the town of Windsor upon debt or contract, is a defaulter, or is deemed irresponsible or unreliable by the town.

The project aims for full completion by the end of September 2026, with a specific deadline of no later than September 30, 2026.

Offerors must certify that they currently hold an active U. S. Navy MSRA/ABR agreement in the Japan region. Offerors who do not possess a current NAVSUP FLCY MSRA/ABR agreement shall submit a copy of their approved and active U. S. Navy MSRA/ABR agreement as a prime contractor as part of the proposal package. This solicitation is intended only for sources duly authorized to operate and do business in Japan, as prescribed by DFARS ****.

Contractors outside Japan must submit documentation that unambiguously demonstrates the offeror's compliance with DFARS **** as a part of their proposal. Contractors located outside Japan that do not unambiguously demonstrate compliance with DFARS **** will not be eligible to receive an award. Any offeror who does not possess an active MSRA or ABR in the Japan region, or does not agree to execute a master agreement MSRA ABR in the Japan region before award of a job order, will not be eligible to receive an award.

Contractors must provide business type, years of experience, and details of relative projects completed in the last three years. Information on individuals' experience, credit references, and banking information may be required.

Contractors must certify that all statements made are complete and correct to the best of their knowledge.
