Proposals are due by 1:45 p. m. on Thursday, July 9, 2026.

Contractor shall submit monthly invoices to Chemung County with required documentation for reconciliation. Payment is based on NYSTOA, federal, state, and local funds, and any other agreed-upon subsidies.

Award will be made to the responsible, responsive firm submitting the proposal deemed most favorable and in the best interest of the agencies, based on fee schedule (40%), approach and methods (30%), and company and team profile and experience (30%).

Proposers must demonstrate relevant experience in providing transportation services, including small urban and rural deviated fixed-route systems, non-emergency human services transportation, and coordinated transportation services. They must also have a strong customer satisfaction record and provide references.

The agencies will assess penalties for noncompliance.

Protests must be submitted in writing to the Chemung County/City of Elmira Purchasing Department. Protests before solicitation must be received at least five federal working days prior to bid opening. Protests after opening and prior to award must be received within five working days of bid opening.

Proposals may be considered informal if not prepared and submitted in accordance with the provisions. Failure to submit required forms may be grounds for rejection.

Vendors must be qualified to provide towing, vehicle removal, and storage services.

Proposals must be received by Thursday, June 25, 2026, at 3:00 PM EST.

Proposals will be evaluated based on qualifications, experience, historical performance, regulatory compliance, safety, financial strength, understanding of needs, suggestions for improvements, suggested innovations, and proven technical capabilities, with cost as a factor.

Proposers must demonstrate familiarity with each option, have a minimum of five consecutive years of operation, and provide detailed information on their organizational structure, project approach, staffing, equipment, experience, and references.

Proposers are encouraged to visit the sites and familiarize themselves with the operations and routes of each option to verify the scope of services prior to submitting a proposal.

Deadline for questions is Tuesday, June 16, 2026, at 4:00 PM.

Disqualification may result from failure to comply with RFP conditions, any contact about the RFP outside of the specified channels, submitting unsigned proposals, or if any disclosed interest could give the appearance of a conflict of interest.
