The City of Cedar Park is seeking proposals for comprehensive third-party administrative services for Flexible Spending Accounts (FSA) with carryover, Limited Purpose FSA (LPFSA), Dependent Care Assistance Programs (DCAP), and COBRA administration. Key objectives include regulatory compliance, seamless integration with Workday, enhanced user experience, administrative efficiency, superior service delivery, and fiscal transparency. The effective date for new services is January 1, 2027. Proposals are due electronically on July 10, 2026, at 2:00 PM Central. Questions are due by June 30, 2026. If the successful proposer fails to fulfill contract terms, the city may purchase services on the open market and charge the proposer the difference, deduct charges, or terminate the contract without penalty. If, at any time, the successful proposer fails to fulfill or abide by the terms, conditions, specifications, or performance requirements of this rfp, or any contract awarded and entered pursuant thereto, the city reserves the right to: purchase third party administration: fsa, lpfsa, dcap, and cobra services services on the open market and charge proposer the difference between its contract price and new contractors pricededuct charges from the successful proposer the difference between its contract price and new contractors priceterminate any awarded contract without penalty on the city, by furnishing written notice of termination to proposer, and select another proposer and award a contract to its proposer pursuant to the terms thereof.
