Proposals must be submitted by October 31, 2025, at 4:30 PM Atlantic Standard Time. Written clarification requests are due by October 21, 2025, at 12:00 noon Atlantic Standard Time. The selection committee will evaluate proposals based on project approach, qualifications, experience, references, and cost. The government reserves the right to reject any or all proposals. Debriefings may be requested within three days of notification.
The final delivery of the documentary film is expected within 12 months of the project start date, as stated in the 7. timeline section.
The selection criteria will include professional qualification, registration, and general reputation, the extent of specialization, familiarity with the location, project approach, and quality of performance, as outlined in the Factors for discussions section.
The proposal must include information such as the respondent's name, address, email, and telephone numbers, type of service, business license, and other relevant documents, as detailed in the j. contents of proposal section.
Protests of award must be submitted in writing to the contracting officer within ten calendar days after receipt of a notice of award/non-award, as stated in the m. bid protests section.
