The bid submission deadline is June 3, 2026, at 11:00 a. m. The contract term is anticipated to be from July 1, 2026, to June 30, 2027.

Bids will be evaluated based on product quality and freshness (30%), local sourcing commitment (25%), pricing competitiveness (20%), delivery and service capability (15%), and sustainability and educational value (10%).

Vendors must submit a company profile and history, description of local sourcing practices, product availability list, pricing structure, delivery capabilities and service area, food safety certifications/licenses, references from at least three institutional clients, proof of insurance, and a completed noncollusion affidavit.

The right is reserved to cancel this contract if instructions are not followed.

Sealed bids will be received by the City of Lacey until 2:30 p. m. , June 17, 2026.

The contract states that partial payments will be made at the request of the contractor not more than once each month upon approval of the owner, as hereinafter specified, provided they are in accordance with the provisions of RCW 60. 28. 010. There will be reserved and retained from monies earned by the contractor, as determined by such monthly estimates, a sum equal to 5 percent of the contract price.

The contractor shall guarantee the materials and workmanship for a period of one (1) year from and after the date of final acceptance by the owner.

The city will award the contract to the lowest responsible bidder as determined by the special provisions.

The city does not prequalify bidders. However, if the apparent low bidder has not already been determined qualified, the city shall afford seven (7) days after notification for the low bidder to provide evidence for evaluation, as to capability to perform the work. The evaluation will include consideration of experience, personnel, equipment, financial resources as well as performance record.

Liquidated damages will be assessed for each working day beyond the number of working days established for physical completion, calculated by the formula LD=0. 15CT, where C is the original contract amount and T is the original time for physical completion.

Bidders shall examine contract and bid documents and the site and shall satisfy themselves as to conditions that exist.

Before awarding any contract, the contracting agency may require one or more of these items or actions of the apparent lowest responsible bidder: a complete statement of the origin, composition, and manufacture of any or all materials to be used, samples of these materials for quality and fitness tests.

Prospective bidder desiring an explanation or interpretation of the bid documents, shall request the explanation or interpretation in writing by close of business five (5) business days preceding the bid opening to allow a written reply to reach all prospective bidders before the submission of their bids.

A bidder will be deemed not responsible if the bidder does not meet the mandatory bidder responsibility criteria in RCW ****, as amended.

The range for this project is $3,300,000 to $3,800,000.

Proposals may be evaluated based on financial feasibility, development team qualifications, demonstrated financial and operational capacity, student housing operational viability, strength of the institutional partnership strategy, quality of the proposed student residential experience, fiscal benefit to the town, redevelopment quality, neighborhood compatibility, historic preservation approach, environmental remediation strategy, and the respondents demonstrated ability to successfully execute the project in a timely manner.

The town is seeking proposals from qualified development teams, institutions, public-private partnerships, nonprofit organizations, and private entities.

An optional site walk is anticipated for May 21, 2026, at 10:00 AM.

Questions regarding the RFP are due by May 27, 2026, at 4:00 PM EST.

The town reserves the right to reject any or all proposals, waive informalities or irregularities, request clarification or supplemental materials, modify or cancel this RFP, negotiate with one or more respondents, terminate the process at any time without award, and request additional due diligence or financial information from respondents.
