This is a combined synopsis/solicitation for commercial items for security system monitoring and annual equipment inspection with service and repairs at 51 Mill Pond Road, Hamden, Connecticut. The contract will be for one base year with four 1-year option years. Bidders must be registered in SAM. Award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered, specifically past performance and price. The contract will be effective from award issuance, with a base year and four option years. Specific delivery dates for services are not detailed but are expected to be continuous for monitoring and annually for inspections.
Award will be made to the responsible offeror whose quotation represents the best value to the government considering past performance and price. Past performance will be evaluated as acceptable, neutral or unacceptable. Once past performance has been determined to acceptable or neutral, price will be evaluated for fairness and reasonableness. Award will not necessarily be made to the lowest priced offeror. Tradeoffs will not be conducted.
Bidders must be registered in the System for Award Management (SAM) prior to award of contract. Contractor personnel will require background investigations and may need LINCpass keycards.
Nonconforming services may result in rejection, contract discrepancy reports, corrective action plans, reduced payment, performance by the government at contractor's cost, or termination for default.
Annual inspection of all equipment is required. Annual inspection of equipment shall be done to ensure equipment is working properly.
