The applicant with the highest averaged score from the review committee will be awarded the contract.
Applicants must meet all mandatory requirements, including detailing contact information, confirming acceptance of contract terms, describing business form and location, providing business history, disclosing litigation, confirming intellectual property rights, and detailing subcontractor plans if applicable.
Failure to meet mandatory requirements, submitting applications after the deadline, or not substantially accepting contract terms could lead to disqualification.
