This is a combined synopsis/solicitation for commercial items for plumbing repairs at the Phoenix Rearing Facility. The estimated magnitude of the project is between $1,000,000 and $5,000,000. A mandatory site visit is scheduled for July 21, 2026. Quotes are due by July 31, 2026. Award will be made to the highest technically rated offeror with a fair and reasonable price. Performance and payment bonds are required. USDA is exempt from sales tax.
The contractor will be required to complete the entire work ready for use not later than to be determined after notice to proceed.
Progress payments may be requested monthly as the work proceeds, based on estimates of work accomplished. Final payment will be made after completion and acceptance of all work.
Quotes will be evaluated using the approach: highest technically rated with a fair and reasonable price. The government will not consider tradeoffs between price and nonprice factors.
A responsible quoter will have the ability to comply with the required delivery or performance schedule, have a satisfactory record of performance and integrity, a satisfactory safety and environmental record, satisfactory references, and the necessary facilities, equipment, materials, personnel, organization, experience, technical skills, and financial resources.
A mandatory site visit is scheduled for July 21, 2026, at 9 a. m. pt. Attendance will be taken. Any quote submitted by a quoter who did not attend the site visit will not be considered.
Protests must be filed within the timeframes specified in FAR ****.
Omissions in the quote may cause it to be found technically unacceptable. Submission of a knowing false statement may subject the offeror to liability under the false claims act.
