Tree Pruning Government Bids & RFPs

Proposals are due by July 22, 2026, at 4:00 PM local time.

The city's standard payment term is net 30 days. Bids requiring payment in less than 30 days may be rejected. Payments are made via electronic funds transfer.

Warranty provisions and requirements are listed in the specifications. Prices quoted shall include all warranty provisions.

Bids will be awarded based on the evaluation criteria in the invitation to bid and in accordance with Section 5. 33 of City Code, with multiple awards possible to the lowest responsive and responsible bidders.

Contractors must hold a valid State of Oregon Construction Contractor Board (CCB) license. Arborists in each crew must be ISA certified. For herbicide application, a license from the Oregon Department of Agriculture is required. Contractors must complete the local tree care providers workshop.

If rejected work is not completed within ten calendar days, the city may cancel the project and reduce payment to the percentage of work completed that is of acceptable quality. Serious or chronic deficiencies may lead to contract termination.

There will be no pre-bid meeting or site visit scheduled for this project.

A written protest regarding the procurement process or solicitation document must be submitted within 7 days after the solicitation document is advertised. A written protest regarding contract award must be submitted within 7 days after the award or notice of intent to award.

Failure to comply with all requirements may result in bid rejection. Deviations from solicitation specifications, terms, and conditions may result in bid rejection. Late bids will not be considered.

Proposals are due by exactly 3:00 p. m. local time, Wednesday, July 29, 2026.

The company's desired payment method can be check (minimally 60 days from receipt of order), ACH (45 days from receipt of invoice), or credit card (20 days from receipt of invoice).

Proposals will be evaluated based on experience/qualifications (20%), methodology (20%), capacity (15%), references (10%), philosophy (10%), and cost (25%).

Proposers must be qualified and experienced firms. A certified arborist, as administered by the International Society of Arboriculture, must be on the contractor's staff.

All correspondence or inquiries regarding this proposal shall be made by Wednesday, July 15, 2026, at 11:00 a. m.

No proposal will be accepted from, or contract awarded to, any person, firm, or corporation that is in arrears or is in default to the City of Rochester Hills upon any debt or contract, or that is in default as surety or otherwise, or failed to perform faithfully any previous contract with the City of Rochester Hills.

The period of performance includes one base year and four option years, with the base period starting on 08/01/2026 and ending on 07/31/2027.

Invoices will be sent after the service period and will be processed in accordance with the Prompt Payment Act. Scanned or electronic images of invoices are acceptable.

All work, including labor and materials, will be guaranteed for a period of one year from the date of acceptance.

The government will award the contract to the responsible quoter whose quotation represents the best value to the government, considering price and other factors. Technical and past performance are combined and are significantly more important than cost or price.

Quoters must provide staffing qualifications, including resumes of key personnel, and a detailed list of proposed landscaping equipment. Proof of insurance and relevant certifications/licenses are also required.

Work not meeting contract requirements will cause the contractor to rework at no cost to the government.

A mandatory pre-quotation site visit will be held on June 25, 2026, at the Aviation Operations Center (AOC) facility located at **** Horizon Drive, Fort Worth, TX **** is required for quotation submission.

Questions regarding the RFQ are to be submitted no later than July 02, 2026, at 9:00 am EST.

Quotations submitted by quoters who did not attend the mandatory site visit will be deemed nonresponsive and will not be considered. Noncompliance with instructions may be treated as a risk and grounds for elimination from award consideration.
