This is a Request for Proposal (RFP) for a firm fixed-price construction contract for the Main Treasury Secretary's Fireplace Renovation Project. The project involves relining the firebox flue with a stainless steel liner, removing existing flue tiles and throat damper, insulating the flue, installing a new top tile, parging the smoke chamber, and installing a new top closing damper system. It also includes shroud removal and reinstallation, and the installation of an animal guard spark arrestor. The contractor shall begin performance within 1 calendar day and complete it within 365 calendar days after award. A site visit is mandatory on April 15, 2026, at 10:00 AM. Proposals are due by April 22, 2026. The magnitude of construction is between $25,000 and $100,000. The contractor shall use the attached US Department of Labor Wage Determination. All workers must be US citizens. Deliveries must be scheduled at least 25 hours in advance and go to a remote delivery site for inspection. The contractor shall complete the entire work ready for use not later than 365 calendar days after award, notice to proceed.
The bid notice states that invoices shall be submitted electronically to www. ***. *. * and that submission of proper invoices shall be rendered on a percentage complete basis in an amount equal to the value of the work performed.
The contractor agrees that the supplies or services furnished under this contract shall be covered by the most favorable commercial warranties the contractor gives to any customer for such supplies or services and that the contractor agrees to correct all work performed under this contract which proves to be defective in material and workmanship within a reasonable time as determined by the government and the contractor and at no additional cost to the government.
The vendor resulting from this solicitation will be awarded based on technical capability, past performance, responsibility, and price.
Offerors must be technically qualified and financially responsible to perform the work described in this request for quote. At a minimum, offerors must meet the following requirements: be able to understand written and spoken English, have an established business with a permanent address and telephone listing, have the necessary personnel, equipment and financial resources available to perform the work, have no adverse criminal record and have no political or business affiliation which could be considered contrary to the interests of the United States.
