Bids must be received by 2:00 PM, prevailing time on July 8, 2026.

The contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements.

Bidders must be classified by the New Jersey Department of the Treasury, Division of Property Management and Construction (DPMC) in specific trades and registered with the New Jersey Department of Labor and Workforce Development.

A nonmandatory prebid conference will be held at the project site, 74 Ridge Road, Rumson, New Jersey ****, at 2:30 PM on June 8, 2026, followed by a tour of the project site. due to the special nature of the work involved that can only be seen by an indepth visitation, the attendance of all the bidders is requested and strongly encouraged as an integral and important element of the bidding process

The contract deadline to complete all work shall be November 15, 2026.

The Mille Lacs Band will give preference in the award of contract to Indian organizations and Indian-owned economic enterprises.

Firms must be licensed with the Mille Lacs Band of Ojibwe. A copy of this license or the license application must accompany each bid. All contractors including subcontractors must comply with Davis Bacon wage requirements.

There is no required pre-bid site visit.

Proposals not submitted in the specified manner will be rejected. The band reserves the right to reject any bid that it is unable to collect at the Onamia Post Office by the bid deadline date and time.

The period of performance for the base contract (CLIN ****) and option line items (****, ****, ****, ****, ****) is from January 18, 2027, to June 3, 2027, with a slight extension to June 6, 2027, for option line item ****.

Payment requests and receiving reports are to be submitted electronically through the Wide Area Workflow (WAWF) system. Specific document types for payment requests (cost voucher, invoice, progress payment request, etc. ) depend on the contract line item type.

The solicitation states that award will be made on this form, or on Standard Form 26, or by other authorized official written notice. Section M, Evaluation Factors for Award, would contain specific criteria.

The contractor must be a company recognized as engaged in ship repair work and possess an organization capable of the full scope of planning, engineering, quality control, shipboard/offship production, and component/system testing and trials. Industry certifications such as MSRA, ABR, or ISO certification are beneficial.

If the contractor fails to deliver supplies or perform services within the time specified, liquidated damages may apply, not exceeding $112,976 per calendar day of delay, with a total not exceeding 50% of the contract value.

The government reserves the right to perform site surveys for verification of policies, procedures, capabilities, and facilities prior to award.

Failure to submit a safety data sheet prior to award may result in the apparently successful offeror being considered non-responsible and ineligible for award.
