The government intends to make an award to the responsive responsible quoter providing the best value.

All contractors doing business with this office must be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM.

For all parts, delivery shall be made within one 1 day of receipt of order, five 5 days for painted parts.

Prompt payment discounts allowing less than thirty 30 days for discount to apply shall not be considered as a cost factor in the evaluation of bids. In connection with any prompt payment discount offered, time will be computed from the date of receipt of correct invoice or receipt and acceptance of shipment, whichever is later.

Every replacement part delivered shall be guaranteed against faulty material and workmanship in accordance with the manufacturers standard warranty. Any faulty part shall be immediately replaced by the contractor without any cost to the city.

Award will be made to the lowest responsive and responsible bidder whose bid is the lowest best value offer to the city by total bid price unless the city determines that it is in its best interest to award by item or group if doing so results in lower overall costs after factoring in the costs of making multiple awards.

The city may consider the bidders responsibility, including whether the bidder has in operation a parts and service facility adequate for the services specified, employs qualified personnel, and has previous performance under city contracts or comparable contracts.

If the contractor fails to deliver within the time stipulated, the city may purchase in the open market and the contractor shall reimburse the city for any excess costs.

Samples submitted by bidders on items which they have received an award may be retained by the city until the delivery of contracted items is completed and accepted.

The city reserves the right to reject any bid where prices offered are unbalanced or otherwise inconsistent with current market prices.

Delivery of items for city inventory must be made within ten 10 calendar days after receipt of purchase orders. Hot water heaters must be available the same day as the order is placed.

The contractor shall unconditionally guarantee the materials and workmanship of all products furnished and/or services provided for a period of at least one 1 year from date of acceptance.

The city may consider whether the bidder has adequate facilities, employs qualified personnel, has sufficient inventory, is open for business during specified hours, and has previous performance under comparable contracts.

Failure of the contractor to deliver within the time stipulated or to make replacements of rejected articles when requested shall constitute authority for the city to purchase in the open market and the contractor shall reimburse the city for any excess expense incurred.

Samples submitted by bidders on items which they have received an award may be retained by the city until the delivery of contracted items is completed and accepted.

Bids may be rejected if unit prices are unbalanced, if the bidder fails to demonstrate sufficient facilities and experience, or if the bidder is in arrears or default to the city.
