The award will be made to the offeror whose proposal is most advantageous to the state, taking into consideration the price and evaluation factors set forth in the request for proposal.

Offerors must have continuously maintained a colorado office for the last five years and operated and maintained at least one facility of similar size and complexity. Lead operator must hold a minimum, a colorado class b industrial wastewater treatment certification.

Offerors must list any penalties, contractual or regulatory, which the company has paid in the last five 5 years in their organizational summary.

A mandatory pre-proposal meeting and site tour will be held on November 10, 2026, at 10:00 AM. prospective bidders that fail to attend this meeting will have their bid rejected without review.

Protests must be submitted within ten 10 business days after such aggrieved person knows, or should have known, of the facts giving rise thereto.

Proposals that fail to meet the minimum requirement above will be considered to be nonresponsive and will not be evaluated. Late proposals shall not be opened and shall be rejected.

Bids must be received by November 17, 2026, at 11:00 a. m. CDT. bids will be received by the sewerage and water board of new orleans procurement department by november 17, 2026, at 11: 00 a. m. cdt.

Invoices submitted to ***@***. *. *, referring to delivery ticket number, delivery date, purchase order number, quantity, unit price, and delivery point. invoice shall be submitted by the vendor to the sewerage and water board of new orleans that shall refer to the delivery ticket number, delivery date, purchase order number, quantity unit price and delivery point.

Bidders must submit lab test results from a certified Louisiana testing laboratory. the bidder is responsible for submitting with his proposal the following test results conducted by a certified louisiana testing laboratory: gradation of aggregates dotdtr113 soundness test aashtot104 dry rodded unit weight aashtot19 abrasion test aashtot96

Failure to deliver may result in default and purchase in open market, with cost difference charged to contractor. any difference in the cost to the board of the materials so purchased, over and above, the price bid by the contractor shall be charged to the contractor

Formal protests must be submitted in writing to the procurement director. any formal protest against the recommendation of award which is to be made by an aggrieved proposer must be submitted in writing to the procurement director, cashanna k moses at ***@***. *. *

Bids not fully compliant will be deemed nonresponsive. any bid which does not fully comply with all the provisions of the bidders instructions, and the specifications will be deemed nonresponsive.
