This is a public tender for the Manokotak Power Plant Upgrade Project, Project ****, located in Manokotak, Alaska. The project involves the complete renovation of an existing power plant, including building renovation, installation of new owner-furnished generators, switchgear, and other equipment, replacement and renovation of various mechanical and electrical systems, repair and expansion of a heat recovery system, and other improvements. The contractor shall furnish all labor, materials, supervision, equipment, tools, transportation, quality control, and supplies required to complete the work. The Alaska Energy Authority will affirmatively insure that Disadvantaged Business Enterprises (DBEs) will be afforded full opportunity to submit bids and will not be discriminated against. Bidders are required to have a valid Alaska business license and an Alaska contractors certificate of registration prior to award. A non-mandatory prebid meeting will be conducted telephonically on March 26, 2026. Site visits are not scheduled prior to bid opening. The project includes federal funding subject to the Build America Buy America (BABA) Act. The bid notice states that all portions of the work shall be substantially completed by dates indicated in section 01 11 13 Summary of Work. The contractor agrees to commence the work within 10 calendar days of the effective date of notice to proceed and to substantially complete the work by the date indicated in section 01 11 13 Summary of Work unless extended in writing by the contracting officer.
The bid notice mentions progress payments will be made on a monthly basis, and final payment will be processed after the project manager is satisfied that the work has been completed and all other obligations fulfilled. The bid notice mentions that failure to enter into a contract within the specified time shall be grounds for forfeiture of the bid security. Article 11. 8 of the General Conditions specifies liquidated damages of $500 per calendar day for delays beyond the substantial completion date, up to a maximum of $10,000 for 20 days.
