Responses to this IFB must be received by July 22, 2026, 10:30 AM CT.

Payment will be made in accordance with chapter **** of the Texas Government Code, the Texas Prompt Payment Act. Invoices must include the contract or purchase order number and detail the work completed.

The award will be made to the bidder who provides the best value to the state of Texas, considering meeting or exceeding requirements, ability to meet performance delivery, and price.

Bidders must have at least five years of relevant experience. Personnel assigned to perform services must be fully trained and have at least five years of relevant experience. The contractor must have a DDS degree.

Failure to comply with sole point of contact requirements, including discussions about cost information, may result in disqualification. Including assumptions in a response could also lead to disqualification.

The historical spend for the same or similar services was $45,**** for the period of one year.

The period of performance will be 120 days after date of award.

Payment will be made by code. Net terms are **** days ARO.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

Basis of award is lowest price, technically acceptable (LPTA) quote package.

Offerors must be registered in the System for Award Management (SAM) before the federal government will issue an award. The offeror must also meet the definition of an Indian economic enterprise.

Violations of the Privacy Act may result in criminal penalties. Failure to comply with the ProChildren Act may result in civil monetary penalties. Failure to report suspected child abuse may result in a class B misdemeanor.

Offerors that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration. False or misleading information submitted under the Buy Indian Act is punishable.

Dental stools will be required by June 2026.

Payment will be made by electronic funds transfer system for award management, or by third party. Invoices shall be submitted upon delivery and acceptance.

The warranty for an item is to start on the date of acceptance of the products/services by the Government VA COR. The contractor agrees to furnish, without cost to the Government, replacement of all parts and material which are found to be defective during the warranty period.

The government will award a contract resulting from this solicitation to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the government, price and other factors considered.

The contractor is responsible for ensuring that its firm and staff maintain any generally required professional certification, accreditation, license, bond, and proficiency relative to their area of expertise.

In the event of the contractor's or a subcontractor's noncompliance with clause ****, this contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts.
