The base year period of performance is 08/30/2026 to 08/29/2027. Option year 1 is 08/30/2027 to 08/29/2028. Option year 2 is 08/30/2028 to 08/29/2029. Option year 3 is 08/30/2029 to 08/29/2030. Option year 4 is 08/30/2030 to 08/29/2031.

Vendor shall be the OEM or an approved authorized distributor such that the OEM's warranty and service associated with the equipment and system is in accordance with the OEM terms and conditions.

Responses must include a positive statement of firm's interest and capability, company/individual name, size status, service capability statement, SAM Unique Entity Identifier (UEI), address, point of contact, and list of similar facilities. Contractors should also provide information on SBA certifications (sdvosb, vosb, hub zone, 8a, women owned concern).

The VA reserves the right to enforce any of its contractual remedies, including termination of the contract or, at the VA's election, allowing the vendor to replace, at no cost to the government, any remanufactured or gray market items delivered.

The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract.

The standard 1-year manufacturers warranty and support will be valid and honored for equipment delivered to Djibouti.

To be considered responsive, any submitted capability statement must include clear and convincing evidence of the following: written evidence from the original equipment manufacturer OEM, Oxford Nanopore Technologies ONT, that the responding company is an authorized distributor for the required items within the African region. Confirmation that the responding company can provide the exact part numbers as listed in section 2 above, with no substitutions. A description of the companys capability to manage and guarantee cold chain shipping logistics to Camp Lemonnier, Djibouti. Confirmation that the standard 1 year manufacturers warranty and support will be valid and honored for equipment delivered to Djibouti.

Delivery is required within 4 6 weeks.

The warranty is 1 year.

Prospective contractors shall complete electronic annual representations and certifications in conjunction with far 4. 11 required registration in the system for award management sam database prior to award of a contract.

The initial calibration service will be within 60 days of contract award. All TMDE from calibration services must be returned within 60 days from the date of receipt at the contractor's location.

The contractor shall provide a service warranty of at least 90 days for all TMDE from the return ship date or calibration date. Calibration services performed by the contractor will be warranted for a period of 12 months from the date of completion.

Interested companies must provide certifications including, but not limited to, NIST, OEM, laboratory accreditation, and any specialized training. They must also demonstrate a working relationship with the OEM for equipment requiring OEM calibration.

The contractor shall not perform any work that deviates from the contract requirements and specifications. Any deviations must have prior approval. If unauthorized work is performed, the contractor shall be fully responsible for any associated costs.

The estimated value of this requirement is approximately $65,000 per year.
