This is an IDIQ contract for Central Institutional Review Board (IRB) Technical Support Services for the Department of Veterans Affairs (VA). The contract period is five years. Services include managing human subject research applications and post-approval monitoring. The acquisition is set aside solely for service-disabled veteran-owned small businesses. Proposals are due June 11, 2026. Key personnel resumes provided with the offer will be evaluated and should match personnel at award. The maximum ceiling of the base contract is $6,000,**** over five years.
The contract period is a base period of five years, with services awarded by individually funded task orders. Task orders will have specific performance periods. POP begin: 06/15/2026 POP end: 06/14/2031.
Payment will be made by EFT. Invoices shall be submitted in arrears upon receipt and acceptance by the VA.
The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
Key personnel requirements include a Program/Project Manager with a Master's degree, 5 years in research administration, and 3 years in management. Protocol Coordinators require 3 years of experience in IRB reviews and proficient written/oral communication skills.
The contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the contractor and without its fault or negligence. Liquidated damages may apply for data breaches.
Failure to complete mandatory annual training and sign the rules of behavior annually is grounds for suspension or termination of all physical or electronic access privileges and removal from work on the contract.
The maximum ceiling of the base contract is $6,000,**** over a five-year period. The IDIQ guaranteed minimum is estimated to be $10,****.
