This is a non-personal services contract for the FY25 PSTW
debris removal of collected
debris stored on three barges and the quaydock at the Hiram M. Chittenden Locks. The contractor is responsible for all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, applicable licenses and permits, and other items and non-personal services necessary to perform the
debris removal. The government will not supervise or control the contractor's service providers. The contract period is from June 1, 2025 to May 31, 2026. The contractor must develop and maintain a quality control program (QCP) including an environmental pollution plan (EPP) and submit a copy to the government representative before starting work. The QCP must be updated annually. All contractor employees must complete level I awareness training within 30 calendar days of the contract start date. The contractor must provide a contract manager and an alternate. The contractor is responsible for safeguarding government equipment, information, and property. The government will provide facilities for storage, handling, and sorting of
debris materials, and space for storage of equipment during active offloading times. The government will provide water and hookup valve for washing area down and dust control. The contractor must furnish all chain saws, rigging gear, excavators, containers, dump trucks, log trucks, and dangerous material containment gear. The contractor must follow all applicable regulations, publications, manuals, and local policies and procedures. The contractor must identify, segregate, and store dangerous waste for government disposition. The contractor must ensure barges are swept clean at completion of
debris removal event. The quaydock area must be leveled and a new four-inch layer of crushed rock spread over the area. The contractor must provide tonnage and weight tickets for various waste streams. The contractor must provide a summary of performance requirements (PRS) and a deliverables schedule. The government will award a firm fixed price contract. The contractor must be registered in the System for Award Management (SAM) database. The NAICS code is 562219.
