The City of Austin is seeking Statements of Qualifications (SOQs) for engineering services for the 2026 Reservoir Improvement Program. The project aims to maximize the useful life of the city's raw water, potable water, reclaim water, and wastewater storage facilities through evaluation and rehabilitation of protective coatings and structural integrity. Improvements to safety, security, civil, electrical, and instrumentation and control systems are also included. Responses are due electronically by June 22, 2026, prior to 2:00 PM CDT. Key personnel must be licensed in Texas. The estimated professional services fee is $10,000,000, and the estimated total construction cost is $32,026,070. The selection process will consider team structure, project approach, experience of key personnel, prime firm's project experience, major scopes of work experience, experience with Austin issues, and the city's experience with the prime firm. Interviews may be conducted. All prime firms and subconsultants must be registered to do business with the owner.
Responses are due electronically by Monday, June 22, 2026, prior to 2:00 PM CDT.
The selected consultant shall provide a discovery period on professional liability policies that is commensurate with the warranty period of the project.
The selection process will be based on evaluation criteria including team structure, project approach, experience of key personnel, prime firm's comparable project experience, major scopes of work comparable project experience, teams experience with Austin issues, city of Austin's experience with prime firm, and optional interviews.
All prime firms and subconsultants must be registered to do business with the owner prior to contract award. The project professional must be licensed as a professional engineer in the state of Texas at the time of submittal.
A pre-response meeting will be held on Thursday, May 28, 2026, at 11:30 AM CDT via MS Teams.
Protests regarding the solicitation must be filed no later than five (5) days prior to the due date and time for proposals. Protests regarding the evaluation of proposals must be filed no later than five (5) days after the notification of award recommendation.
Failure to submit required documents, failure to have an authorized agent attend a mandatory pre-response meeting (if applicable), or submitting SOQs from a respondent who has been debarred or suspended can lead to disqualification.
