This notice seeks proposals for the preventive maintenance, hot and cold inspections, temperature uniformity surveys, system accuracy tests, calibration, technical support, and emergency repair of government-owned furnace systems, including two vacuum furnaces and their components (instrumentation, programmable logic controller, programming, power supplies, chillers, vacuum pumps). Hot and cold inspections and uniformity surveys will be performed in mid-summer and mid-winter of each year. Responses must be submitted through the procurement integrated enterprise environment (PIE) solicitation module; email submissions will not be accepted. The notice proposes a procurement for 44 furnace steam drying nuclear reactor components. The solicitation is an RFQ and will be available online only. Hard copies, specifications, plans, or drawings are not available. All responsible sources can submit a quote electronically.

Quotes are being requested for laboratory equipment. The required delivery date is 90 days after receipt of order. Delivery is to be made in full. Inspection and acceptance will be performed by the government at destination. Offerors shall submit authorized reseller certificate. All applicable fees, taxes, and tariffs are included in the total price. Electronic invoicing and payment through the US Department of the Treasury's Invoice Processing Platform (IPP) is required. The contractor must submit an electronic copy of the IPP invoice to the supply specialist and obtain his signature prior to submitting to IPP. Failure to attach the signed invoice may cause significant delay or possible rejection of your payment request. The contractor must use the IPP website to register, access, and use IPP for submitting requests for payment. The contractor government business point of contact as listed in SAM will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3-5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP production helpdesk via email or phone. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the contracting officer with its proposal or quotation. The contract incorporates clauses by reference. The contractor will be required to design, develop, or operate a system of records on individuals, to accomplish an agency function subject to the privacy act of 1974. The contractor shall include the substance of this clause in subcontracts. The performance of the work under this contract shall be subject to the technical direction of the Reclamation Contracting Officer's Representative (COR). The COR is responsible for the technical administration of the contract and will provide instructions and interpretations to the contractor on all technical matters relating to the contract. The contractor will receive a copy of the written COR designation from the contracting officer. Technical direction must be within the scope of work stated in the contract. Only the contracting officer is authorized to determine if a change is within the scope of the contract. All technical direction shall be issued in writing by the COR. If, in the opinion of the contractor, any instruction or direction by the COR falls within one of the categories defined in c1 through c5 of this clause, the contractor must not proceed and must notify the contracting officer in writing within five (5) working days after receipt of any such instruction or direction and must request the contracting officer to modify the contract accordingly. A failure of the contractor and contracting officer either to agree that the technical direction is within the scope of the contract or to agree upon the contract action to be taken with respect to the technical direction will be subject to the provisions of the clause entitled disputes. By submission of this offer, offeror represents that it is not aware of any information bearing on the existence of any actual or potential organizational conflict of interest in connection with this solicitation, except as provided in the following disclosure statement. The offeror agrees that if awarded a contract under this solicitation that, throughout the life of the contract, immediate notification will be provided to the contracting officer if at any time a potential or actual conflict becomes known to this firm. The contractor shall comply with the following federal acquisition regulation FAR clauses, which are incorporated in this contract by reference, to implement provisions of law or executive orders applicable to acquisitions of commercial products and commercial services. The solicitation is for bi-annual preventative maintenance services for one IPSEN and one GM vacuum furnace. All quotes must be submitted via email to ***@***. *. * by 2:00 PM Eastern Standard Time on August 25, 2025. The award will be made based on the lowest evaluated price of quotes meeting or exceeding the requirement. Interested parties must be registered in the System for Award Management (SAM) database prior to submission.
