Video Processing Government Bids & RFPs

This is an Innovative Solutions Opening (ISO) from the Advanced Research Projects Agency for Health (ARPA-H) for the Technology Integrator and Accelerator (TIGAR) exploratory topic. The goal is to develop enabling technologies for temperature-flexible storage of regenerative tissues and organs. Solutions may involve various approaches including new materials, AI/ML, high-throughput screening, biological interventions, devices, processing methods, analytical technology, and packaging. Strategies that reduce reliance on strictly controlled temperature zones and ensure safe storage in a range of environmental conditions are preferred. The effort will have two intake groups with separate deadlines for solution video and full proposal submissions. The total ARPA-H funding requested must not exceed $2 million USD over an 18-month period of performance, comprising two 9-month phases with a downselect decision at the end of phase 1. Proposers must demonstrate progress towards functional preservation of specific tissue volumes for 30 days at practical temperatures. Universities, nonprofit organizations, small businesses, and other commercial entities are encouraged to respond. Federally Funded Research and Development Centers (FFRDCs) and government entities are prohibited from participating as prime or sub-performers, with limited exceptions for unique capabilities. Individuals and entities providing current professional support services to ARPA-H are ineligible. Foreign entities may participate if they comply with relevant regulations. Proposers must be registered in the System for Award Management (SAM. gov). Submissions require a solution video (7 minutes) with transcript and supplemental slides, followed by a full proposal including technical management, cost proposal, cost proposal workbook, and administrative national policy document. Nonconforming submissions may be rejected. Proprietary information must be clearly marked. Solution videos will be reviewed, and proposers will be notified if they are encouraged to submit a full proposal. Full proposals will be evaluated based on scientific and technical merit, proposer capabilities and experience, contribution to the ARPA-H mission and user experience, and proposed cost/price. Specific policy requirements include Controlled Unclassified Information (CUI), intellectual property alignment with open-source rules, software component standards (adhering to HHS-adopted health IT standards like FHIR), genomic data sharing, organizational conflicts of interest (OCI), research security disclosures (including malign foreign talent recruitment programs), electronic invoicing, procurement of synthetic nucleic acids, dangerous gain-of-function research, human subjects research, and vertebrate animal subjects research. ARPA-H reserves the right to select all, some, one, or none of the proposals. The ISO closing date is February 5, 2027.
