The period of performance is 973 calendar days after receiving notice to proceed. The contractor shall commence work within 60 calendar days of receipt of the ntp.

Proposals will be evaluated using a best value trade off source selection process. The selection process for phase ii will evaluate such factors : design technical and schedule, small business participation, and price.

Phase I will evaluate past performance for prime contractor and A&E firm of record, and technical approach for design-build. Pro forma information such as bonding and financial capability will also be required. potential offerors are invited to submit their prime contractor and designer of record past performance, technical approach, and capability information as will be described in phase i of the solicitation, for review and consideration by the government.

Contractors must be licensed in Washington, experienced in similar testing, have necessary equipment and qualified workers, a documented safety program, and be able to complete security screening. licensed to perform the proposed work in the state of washington. experienced in commercial or institutional switchboard, breaker, groundfault, and electrical maintenance testing of similar voltage and equipment type.

HVAC and electrical work must be completed by technicians holding valid licenses in Puerto Rico. Contractors must ensure personnel are fully trained, licensed, certified, and qualified.

Requests for information (RFIs) shall be submitted on or before 2:00 PM CT on July 27, 2026.

The government's target price range for this project is between $25,000 and $100,000.
