Contractor shall complete all work within 30 working days after receiving award, notice to proceed.

Payment requests may be made no more frequently than monthly, covering labor and materials completed and in place. The 14-day payment period is extended to 30 days.

The contractor warrants that items delivered are merchantable and fit for the particular purpose described in the contract. Special warranties may be required.

The U. S. government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.

Offerors must be technically qualified and financially responsible, able to understand English, have an established business in Pakistan or plan to establish one within 30 days of award, and demonstrate recent, relevant experience with at least two similar projects.

If the contractor fails to complete the work within the time specified, liquidated damages of PKR 10,**** will be charged for each calendar day of delay.

A pre-bid site visit is mandatory and will be conducted on July 8, 2026, at 11:00 AM Pakistan Standard Time. Offerors must email to register by June 25, 2026.

All relevant questions must be submitted no later than close of business on July 1, 2026.

Failure to provide requested risk analysis information within 35 days of being contacted, incomplete proposals, or failure to meet qualification requirements may lead to disqualification.

Delivery is to be completed 60 days after award.

Payment terms are Net 30 days.

Standard commercial products are expected to have a 1 year commercial warranty or otherwise aligning with industry standards.

Proposals will be evaluated based on price, technical performance, delivery timeline, and past performance. The government will select the offer that is overall most advantageous to the government.

To be eligible for any evaluation and award vendors must be registered in SAM and otherwise not debarred from conducting business with the government.

The government reserves the right to discard and not further review vendor responses that are found in one or more ways to be noncompliant or nonresponsive to the solicitation.

All services must commence within 30 calendar days of purchase order receipt and be completed within 30 calendar days, or as otherwise determined by the tribe.

The tribe will evaluate submissions based on on-time and complete submission, required documentation, license requirements, projected completion date and lead time, previous performance, statement of qualifications, current and pending workload, and pricing versus the market.

Bidders must be normally engaged in performing the type of work specified, have adequate organizational resources, facilities, equipment, and personnel, be an active registered vendor with the tribe, have an existing active funded service agreement with the Housing Department, hold a current certified license, have a minimum of two years of experience, and maintain a fully equipped organization.

A pre-bid conference is mandatory and scheduled for August 4, 2026, at 10:00 AM ET at **** Medicine Man Drive, Clewiston, Florida, **** must stay for the duration.

The deadline for questions is August 6, 2026, at 5:00 PM ET.

Failure to acknowledge and/or submit all information, altering required attachments, arriving more than ten minutes late to the pre-bid conference, or violating the cone of silence may result in disqualification.
